- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Allan Carlson, Gaithersburg, Maryland, for research assistance services. The Contractor shall perform work leading to a new international evaluation of the neutron cross- section standards in collaboration with NIST personnel. The work shall include: 1) direct involvement in measurements of these data; 2) review of experiments which may be candidates for use in the evaluation, including determination of uncertainties, correlations and preparation of the data for use in the evaluation process, and suggestions for improvements of experiments underway, but not completed; 3) coordination of meetings relevant to the evaluation process by the Cross Section Evaluation Working Group, the International Working Party on Evaluation Cooperation, the United States Nuclear Data Program and the International Atomic Energy Agency. The period of performance for the base period is from date of award for one year. There are also two additional one-year option periods. Work shall be done at the Gaithersburg, Maryland site. This is a sole source with Dr. Carlson because he is uniquely qualified to successfully complete the proposed research. He was previously the Project Leader responsible for the entire experimental and evaluation activities of the NIST Neutron Cross Section Standards Program. He has more than 30 years experience on measurements and evaluations of these cross sections. He coordinated the evaluation activities for the last two ENDF evaluations of the standard cross sections. He chairs three neutron standards groups including international collaborations. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
