- Synopsis UPGRADE/ENHANCEMENT OF FAA Academy CONTROL TOWER SIMULATION SYSTEMS The Federal Aviation Administration (FAA), Academy, has a requirement for the upgrade/enhancement of eight (8) Control Tower Simulation (CTS) systems currently in service at the FAA Academy in Oklahoma City. The procurement will be issued using full and open competitive procedures. Please note that the solicitation documents will be issued on the FAA Contracting Opportunities found at the following web address, www.asu.faa.gov/faaco. All potential offeror must download all attachments listed under the acquisition number DTFA-02-02-R-05162 from this site, do not use any other site as historically, those documents have had problems in downloading. The FAA will hold a pre-proposal conference on January 22, 2002, starting at 9:00 a.m. local time at the FAA Academy, Oklahoma City, Oklahoma. The FAA Academy is located on the west side of Will Rogers International Airport. Contact the Contracting Officer listed below if you plan to attend. Directions are included in the docu! ments to be downloaded. Attendance is not mandatory as the footprint of the equipment is also included in the documents to be downloaded. The requirement is for a total of eight (8) Air Traffic Enhanced Debriefing Stations (EDS) with unlimited software license for up to nine (9) EDS systems. Proposals are due on January 31, 2002. This requirement has a hard cap funding maximum of $900,000 and offerors are to advised that cost proposal that exceed this hard cap shall be determined to be unacceptable and shall be removed from further considered for award. The requirement will include a review and evaluation of offerors written technical proposals followed by product demonstration at the offeror's site. The test schedule will start February 11 to be complete no later than March 1, 2002. The schedule of testing will be based upon the number of acceptable written technical proposals received and the logistics of getting FAA evaluation personnel to the offeror's site for ev! aluation. Offers shall designate on a cover letter provided with their technical proposal of the location that they will have their simulator for testing. Please note--testing will be accomplished on fully operational simulators, these can be located in test bays or in field location. The FAA will require 1 full day for testing, so if a fielded site is designated, the offeror shall make it available any time during the time frame stated above. Offerors that do not have an operational Air Traffic Simulator are advised not to bid as the schedule of testing cannot be extended to allow for any additional time. Award of this procurement must be accomplished by March 15, 2002, after this date, funding will be lost and the requirement will have to be cancelled. The FAA expects software components being acquired to be, to the extent practicable, common to both the Enhanced Debrief Station (EDS) and Tower Operator Training System (TOTS) simulators, capable of utilizing common scenarios. Additionally software components must be user friendly, upgradeable to provide future flexibility, and operable on standard system hardware configurations. The requirement includes written technical and cost proposals and followed by a product demonstration that fully demonstrates the vendor's product and its ability to meet the FAA's required performance specifications. Testing will start February 11, 2002 and complete no later than March 1, 2002. As such, proposal will be accepted only from firms that currently have fully operational Air Traffic Control Simulators. Offeror must download all documents from the FAA Contracting Homepage to ensure they have the correct and latest copies. Vendors are placed on notice that this project has a hard fu! nding cap of $900,000. Vendors with designs and cost proposal exceeding this cap will be determined unacceptable and shall be removed from further consideration for award.
