Description

Eglin AFB FL has a requirement for Indefinite Delivery/Indefinite Quantity (IDIQ) for Paving at Eglin AFB FL. The North American Industry Classification System (NAICS) code for this project is 234110 with a size standard of $27.5M. This is a "Trade-Off" contract; award will be made based upon the "Best Value" to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the low proposed price. All responsible sources may submit an offer which shall be considered by the agency. This project will include, but is not limited to, furnishing all plant, labor, equipment, travel, surveying and materials and performing all work and all operations required in accordance with specifications. The work may consist of resurfacing, full depth reconstruction, and new full depth construction of bituminous concrete and portland cement concrete pavements to include roadways, parking lots, and sidewalks, coldplaning of bituminous concrete pavement, construction of curb return widenings, new construction of bituminous concrete ramp-downs, crack repair in bituminous concrete pavement, new construction of concrete foundation walls and footings, slabs on grade adjusting of covers and frames and grates to be flush with new pavements, removal and resetting of existing concrete curbing, painting new pavement markings, rubber removal from airfield surfaces, and removal and reinstallation of existing parking bumper blocks and traffic control devices as well as placement of new parking bumper blocks and traffic control devices as required. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The work shall be located at Eglin AFB FL. The exact location of work will be indicated by the Contracting Officer with each delivery order. The dollar range is over $10,000,000 for the Basic plus four (4) One-Year options combined. Performance period is 365 calendar days for Basic Year and each subsequent Option period, thereafter, if exercised. Proposal due date of 22 March 2002 IS ONLY AN ESTIMATED DATE. Prospective contractors must be registered in the DoD Central Contractor's Registration database prior to award of a government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to eligible for timely award. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
