- Description
- The government intends to negotiate a Firm Fixed Price type Purchase Order for Hotel Conference Services in accordance with FAR subpart 13.5 "Test Program for Certain Commercial Items" (CLINGER - COHEN), with 100% full and open competition. The Period of Performance for the resulting Purchase Order will be from 26 August 2002 through 30 August 2002. The North American Industry Classification System Code is 721110, and the corresponding Standard Industrial Code (SIC) is 7011. Conference services include lodging (no double occupancy or overflow to other hotels), (three luncheon) meals, classroom set-up, state-of-the-art audiovisual equipment, transportation to and from the airport for approximately 110 people, and administrative support for 325 people. Hotel must be located in Downtown Norfolk, and have a 3-star or above rating. Hotel must be equipped with one room of classroom set-up for 300 people with additional (auditorium style) seating for 25 people in the back of the classroom. In addition, hotel must be equipped with one room to accommodate 100 people, two rooms to accommodate 60 people, one room to accommodate 40 people, and two rooms to accommodate 20 people, for one three (3) hour evening session. Hotel must also be equipped with a separate room to be used as an office to accommodate 12 people, including administrative support. Hotel must have classroom support to include audio-visual equipment, such as view graph projector and screen, laptop computer projection hook-up, and VCR and television hook-up. Hotel must be equipped with a stage for presentations (16' x 32' and 24" to 36" high). There will be a requirement for the taping of a 2 hour afternoon presentation (one master and 5 copies are needed). Hotel must have adequate facilities to accommodate a social mixer for all arriving attendees. Hotel must have capability to support three luncheon banquets for 305 people and (one) morning and (two) afternoon breaks including beverages and snacks. Hotel must provide transportation to and from various tour sites (7 busses one afternoon and one morning, 8 busses one morning). Contractors are reminded to submit a technical description of the hotel in accordance with FAR 52.212-1 (b) (4). All responsible sources must submit pricing and past performance data by 4:00 p.m. on the date the offer is due. Potential Offerors are hereby notified that the Solicitation available by downloading the documents at http://www.neco.navy.mil. This office will no longer issue hard-copy solicitations. By submitting a quote the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the quote. The RFQ will be issued approximately in March 2002.
