Description
The Environmental Protection Agency (EPA) has a request to provide scientific and engineering support in the application, development and modification of emission inventories, emission modeling tools and computer models used to process emission inventories, as inputs to air quality models. Emission inventory tasks include, 1) Emission inventory processing, 2)Emission inventory processing tool development and 3) Documentation and technology transfer. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract having a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months. The procurement will be processed as a full and open competition; however, the Government reserves the right to award as a small-business set aside. The contract will consist of 14,000 labor hours for each period for a total contract maximum of 70,000 labor hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of $5 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 01/30/02, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
