- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; this is a request for proposals (RFP), and a written solicitation will not be issued. This acquisition is a 100% set aside for small business. The small business size standard is $5 million under NAICS Code # 561110. SCOPE: the Commodity Futures Trading Commission (CFTC) requires one law library technician to perform on-site services for the CFTC law library located at 1155 21st Street, N.W, Washington, DC 20585. Services shall include loose-leaf filing, pocket parts, shelving and other clerical duties. Services are required 24 hours per week, Monday through Friday, but CFTC reserves the right to change number of hours to reflect workload, not to exceed one FTE. The total period of performance shall be 12 months beginning March 4, 2002. Specific work hours are flexible but must be between 8:00 AM and 5:00 PM. The individual who performs this work must have previous law library experience successfully performing workscope functions as demonstrated to the satisfaction of CFTC by a resume and supervisor references submitted and approved prior to work start date. PROVISIONS AND CLAUSES: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders; FAR 52.215-5, Facsimile Proposals; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965; and FAR 52.232-34, Payment by Electronic Funds Transfer Other than Central Contractor Registration. Provisions and clauses are in effect through Federal Acquisition Circular No. 97-27. A Service Contract Act wage determination is applicable to this acquisition and will be incorporated in the solicitation/contract. PROPOSALS: a written proposal must be submitted, including: (1) price, consisting of fixed hourly rates for duration of the contract; (2) name and phone number of three references for libraries to whom the Offeror has provided services similar to those described under SCOPE within the past two years; (3) description of Offerors ability to quickly provide qualified replacement personnel if needed; (4) completed FAR 52.212-3, Offeror Representations and Certifications Commercial Items (this form may be found at: http/www.arnet.gov/far or obtained from the Contracting Officer). Offers will be evaluated on past performance as demonstrated by offeror references; the Offerors ability to quickly provide replacements if needed, and price. The agency will make award based on the best value to the Government, considering both price and technical factors. All responsible sources may submit a proposal and will be considered by the agency.
