- Description
- The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Dr. Allan Carlson, Gaithersburg, MD for conducting research and writing scientific papers, reports and proposals, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. Specifically, the Contractor will: A) write a 6-page paper on the evaluation of the neutron cross-section standards; B) write a 4-page paper on the measurement of the n-p scattering cross-section standard; C) write a 100-page DOE proposal covering standards work completed and projected at NIST; D) investigate a means of improving the neutron fluence determination for cross-section experiments; E) coordinate the standards activity at the Spring 2002 USNDP meeting; and F) write a 3-page report on suggested improvements to the international evaluation process. This is a sole source procurement with Dr. Carlson because of his past experience and expertise in the required tasks; specifically, he has 30+ years of experience on measurements and evaluations on neutron cross-section standards, has coordinated the evaluation activities for the last two ENDF evaluations of the neutron cross-section standards, chairs three neutron standards groups and was a previous Project Leader at NIST for the entire experimental and evaluation activities of its Neutron Cross Section Standards Program. A fixed price Purchase Order with a three (3) month period of performance will be issued on or about 02/01/02. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation is not available.
