Description
Description The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for services to support all aspects E-2C/C-2 program life cycle management. This requirement shall support both the U.S. Navy as well as Foreign Military Sales (FMS) requirements of PMA-231. Under this requirement, the Contractor will provide a full spectrum of engineering, services to accomplish initiation, concept formulation, demonstration and validation, engineering development and testing, and production and deployment phases of the acquisition process. The effort will entail technical management, business and financial management, and the technical and analytical analysis support, including technical writing and editing in support of, but not limited to the following functional areas: Airborne Early Warning (AEW), Carrier On-Board Delivery (COD), Airborne Intercept Control (AIC), Command, Control, Communications, and Intelligence (C3I), Weapons Systems Control (WSC), Navigation, Digital data link communication processing, Threat evaluation support computations using ESM data, Display (including ATDS operator console display, navigational display, and program and equipment status display), System Security, Automatic tracking with radar and IFF data, I/O support programs, Program executive control, File System, and data extraction, ESM/Passive Detection System, Local Area Networks, and Mission Planning and initializing. This procurement is a follow-on effort to contracts N00421-97-C-1500 and N00421-99-C-1583. The solicitation will contain a one-year base period and four one-year option periods averaging approximately 273,170 hours for the each year of performance. The Government will include the option provisions in FAR 52.217-8. The Government intends to use an Indefinite Delivery / Indefinite Quantity type contract with Cost Plus Fixed Fee task orders. The requirement for this effort will be provided via Performance Based tasking which will rely heavily on timely effective execution of all phases of the E-2C/C-2 Domestic and FMS programs. The solicitation will also include Award Term provisions which will allow the Government to extend the term of the Contract for successful performance. The Government has incorporated Multiple Award provisions into the solicitation. Responsive offerors will however be required to demonstrate capability to perform the entire requirement. Awards will only be made to the responsive, responsible Offeror(s) whose offer(s) conform to the solicitation and are advantageous to the Government. Cost or price and other factors specified elsewhere in the solicitation will be considered. The North American Industry Classification System code is 541330. This solicitation is being issued on an unrestricted basis. The Navy intends to release the Request for Proposal (RFP) via the Internet. Requests for RFPs shall be sent electronically to the Contract Specialist at the following address: mobleyms@navair.navy.mil. Please no telephone and facsimile requests for solicitations. The solicitation will be made available only over the Internet in Word format and will reside at http://www.navair.navy.mil/business/ecommerce by close of business 04 February 2002. Hard copies will NOT be available for pickup or mailing. Offerors who have requested an electronic copy of the RFP will be notified via email when it is released.
