Description
The Naval Research Laboratory intends to enter into a sole source contract with Utah State University Space Dynamics Laboratory (USU/SDL) as a University Affiliated Research Center (UARC) to provide essential and continuing capability to carry out critical tasks in support of performing sensor experiment data collection and analysis, investigating new sensor systems and future sensor technology initiatives, and transitioning scientific data and technology. This proposed effort falls within the USU/SDL core competencies identified by the Director of Defense Research and Engineering (DDR&E) and will continue the advancement of DoD's knowledge in sensor research, real-time sensor data compression and processing, and rapid data distribution in support of time critical strike applications. More specifically, the applications of time critical strike include advanced electro-optic, infrared, multi-spectral, and radar imaging systems used for airborne reconnaissance and surveillance. The need exists for common real-time interface and formatting stations for manned and unmanned reconnaissance assets with data visualization processing tools which provide usable real-time single-band and fused imagery for display and exploitation of advanced sensors. The Contractor shall provide support for the following technology areas: (1) High-Speed Packet Oriented Network Interface Hardware and Software; (2) Advanced Image Compression Hardware and Software; and (3) Ground Station Sensor Processing. This procurement is being processed under the authority of 10 U.S.C 2304(c)(3), which allows the use of non-competitive procedures in order to establish or maintain an essential engineering, research, and/or development capability. 10 U.S.C. 2304 (c)(3) is implemented in FAR 6.302(a)(2)(ii): Establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally-funded research and development center. The Government anticipates an award of an Indefinite Delivery Indefinite Quantity type contract with Cost Plus Fixed Fee (CPFF) Completions type orders. The period in which orders may be issued is projected to be four years from date of contract award. The North American Industry Classification System (NAICS) is 541710. Responses to this notice of intent to negotiate with USU/SDL shall be submitted in accordance with Note 22. See Note 26.
