Description
The description previously provided is changed to read as follows: The National Oceanic and Atmospheric Administration has a requirement for the transport, treatment, and disposal of contaminated soils (PCS) currently stockpiled on St. Paul Island, Pribilof Islands, Alaska. The soil is contaminated with petroleum products (mostly diesel, but potentially some heavier products, including small amount of asphalt) and potentially some animal fats. The sites on St. Paul Island are locally known as the Blubber Dump and Polovina Hill. Treatment and disposal will take place at an off-island facility. Soil treatment shall be done in a rotary kiln or similar technology, achieving soil temperature of 800 degrees Fahrenheit or higher. Bioremediation treatment or Enhanced Thermal Conduction are not acceptable options for this project. The contractor shall provide all material, equipment and supervision for the (1) transportation of PCS off-island for treatment and disposal; (2) off-island treatment of PCS per Federal and State guidelines; (3) upon successful treatment, disposal of treated soil per Federal and State guidelines; (4) disposal of liner materials and debris at both stockpile sites; (5) confirmation sampling at both stockpile sites to confirm removal of all PCS; and, (6) preparation of a final report detailing the work performed. The contractor shall ensure that all work is conducted in an environmentally sound manner and conforms in particular to the applicable regulations promulgated by the Federal Government, State, and local government entities, and in accordance with the Two Party Agreement (TPA) signed between NOAA and the state of Alaska, which mandates that NOAA oversee the cleanup and restoration of contaminated sites on St. Paul and St. George Islands. The requirement includes one (1) optional item: debris disposal and equipment transportation. NOAA will be responsible for obtaining site access to the Blubber Dump and Polovina Hill. The contractor shall be responsible for obtaining access to any other areas required to complete this project. The contractor shall be responsible for identifying and preparing any permit applications required for completion of the contract project work. The contract period of performance will be 6/15/02 through 6/15/03. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about January 31, 2002. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered.
