- FED BIZ OPPS MARKET SURVEY/SOURCES SOUGHT ANNOUNCEMENT FOR Submarine Trainers Database Development BACKGROUND: The Naval Air Warfare Center Training Systems Division (NAWCTSD) currently is delivering Virtual Environment Submarine Shiphandling Trainers (VESUB) 2000, Submarine Piloting and Navigation Trainers (SPAN) 2000 and Submarine Tactical Visual Training System (STVTS) 2000. These trainers use an Image Generator (IG) to produce a visual scene of a harbor waterway as if the simulated submarine were traveling on the surface. The trainers are used for team training for piloting, navigation, contact coordination, mooring/coming alongside and tactics. The visual scenes are viewed by the trainee via several different display systems which provide the periscope operators, Officer of the Deck (OOD), Contact Coordinator, Navigator and Lookout the opportunity to pilot and navigate. For piloting and navigation, geographically correct (Lat/Long) positions of navigation aids (water and land) and the visual appearance of the navigation aids (daymarks, buoys, ranges, tanks, towers, etc) are critical. Currently there are five (5) databases available to exercise on these trainers. A waterway database will contain all the key navigation aids found on the current NIMA-approved navigation chart of that portion of the waterway, including key terrain features as seen from a submarine's bridge. The piers utilized in a particular portion of the waterway will also be modeled to train "departing from and coming along side a pier". PURPOSE: The purpose of this notice is to determine from an industry survey:  How many companies are in the business of developing databases and are interested in such an effort;  The number of databases that have already been produced and thus exist in company inventories; and  Whether these databases can be utilized within the noted trainers; In addition, the NAWCTSD is interested in knowing some preliminary specifics about individual company capabilities as outlined below in the section entitled "Information Requested". TECHNICAL CRITERIA: For the visual scene, both the VESUB 2000 and SPAN 2000 use Computer Science Corporation Advance Marine Center?s Vship software. Vship uses MultiGen-Paradigm's Vega application to control the models and display them visually. The VESUB 2000 trainer runs on an SGI ONYX with the IRIX operating system and the SPAN 2000 trainer runs on a PC IG under Windows 2000. The STVTS 2000 trainer application software is OpenGVS/OpenGL-based running on a PC IG under Windows 2000. The visual database for the Vship software utilizes standard .flt files (Version 15.4 or higher) for the visual scene and requires the following additional files (the government does not have the detailed design for these files):  SCN file: depth, bank, current file correlated to the database;  lp file: light point file for buoys correlated to the database;  xml file: information that is generic about harbor that is needed by Vship to run;  obj file of model used to determine when collisions occur;  dock file: defines pier locations correlated to model; and  Centerline/Channel model. The visual database for the STVTS 2000 software utilizes standard .flt files and requires no additional files. TASK DISCRIPTION: NAWCTSD intends to procure the following 22 additional databases for use with the VESUB 2000, SPAN 2000 and STVTS 2000 trainers: Yokusuka, Japan; Chinhae, South Korea; LaMaddalena, Italy; Sasebo, Japan; Faslane, Scotland; Hong Kong; Roosevelt Roads, PR; Bangor, WA (Straights of Juan de Fuca to Hood Canal, WA); Bahrain, Persian Gulf; Singapore, Thailand; Rota, Spain; Hafia, Israel; Straights of Gibraltar; Brisbane, Australia; Nanoose Bay, British Columbia; Guam; Jebel Ali, UAE; Phuket, Thailand; San Diego, CA; Portsmouth, ME; Port Canaveral, FL; Port Everglades, FL; and Suez Canal Since the new databases must operate with the existing hardware and software utilized by the VESUB 2000, SPAN 2000 and STVTS 2000 trainers; verification of operability of each database within the three trainers will be part of the test, acceptance and delivery process. ACQUISITION PROCESS: The NAWCTSD plans to issue a Draft SOW to the respondents to this market survey notice in order to solicit feedback on the content of the specific requirements of the Database Development Requirements Document. The Draft SOW will be issued in mid- March 02. Feedback will be requested within three weeks thereafter. In mid-April, a solicitation notice will be issued outlining how to obtain a Request for Proposal (RFP). The RFP should be issued in late April 02. A response to the RFP will require a written technical proposal providing information or answering questions similar to the type requested in this notice. The RFP may request that a database demonstration be provided to allow for the review of existing databases for content and quality. A ten day period will be set-aside in late May 02 to allow for demonstrations. Contract award is expected in late July 02/early August 02. The RFP will require that each database on the list be designated a price for each of the contract years. The contract will be structured with a basic award lot and three option lots. The planned period of performance for this contract will be four years, which will include periodic updates to the delivered databases to incorporate navigationally significant "changes". To take advantage of existing databases or partially existing databases, that companies may have in inventory, it is anticipated that contracts may be awarded to more than one company. INFORMATION REQUESTED: NAWCTSD is seeking information from companies on the identified waterway/ harbor databases for the trainers identified and information on their ability to produce these and other additional databases. All interested companies should respond with the following information:  Experience and capability in creating new harbor databases in the format required for the VESUB, SPAN and STVTS trainers;  Number and experience of employees on staff, and average number of ?job shoppers?, that have been utilized annually the past several years for database development;  Whether the company is a GSA or indefinite quantity (IQC) contract holder for the type requirements specified in this notice;  The company GSA contract number, or IQC contract number and the issuing activity and the Contracting Office point of contact; and  Provide information concerning company size and status. SIC code 7371 (NAICS Code 541511) is applicable and the Small Business Size Standard is $18 million. Companies with existing harbor/waterway databases should provide the following additional information:  List of current harbor databases available relevant to the provided list;  File format and modeling software used to create the harbor database;  Effort required and practicality of modifying the existing databases to run on the IGs of the VESUB 2000, SPAN 2000 and STVTS 2000 trainers;  Capability to modify existing harbor databases to run on the IGs of the VESUB 2000, SPAN 2000 and STVTS 2000 trainers;  Location where Government could view databases completed within the last five years; and  If the Government were to request a demonstration as part of the RFP, provide suggested location of demonstration. "Information Requested" is required by the date specified in this publication.
