Description
The Division of Engineering Services-Seattle is seeking Architect and Engineering (A&E) firms to be included in the data files for requirements of the Portland Area Indian Health Service (PAIHS) not to exceed the simplified acquisition threshold, $100,000. A&E firms must be located within the 3-state service region of the PAIHS, Oregon, Washington, and Idaho. All work shall be completed by or under the direction of a professional engineer or registered architect licensed to practice in the respective state in which the project will be constructed. A&E firms interested in being considered for award of individual contracts for the services described below must submit one (1) copy of a completed SF 254, along with other relevant information in response to the evaluation criteria shown below, to the Division of Engineering Services, at the address shown above. The evaluation criteria will be used to evaluate firms for selection for each acquisition under the simplified acquisition threshold. An evaluation of firms will not be completed upon receipt of 254 submittals, except to ensure that the firm is located within the area of consideration and that the identified professionals are licensed or registered. This is a request for qualification statements that will be maintained for review when requirements for A/E services are identified that are below the simplified acquisition threshold. All firms interested in being considered for award of contracts under the simplified acquisition threshold that meet the minimum qualification standards are encouraged to submit a response. At the time a requirement is identified, a set-aside decision will be made (buy-Indian, HUBZone, or unrestricted), based on the qualification statements in the data files. The services required at locations within the PAIHS may include: engineering design support services for the design of water and sewer facilities and the design of maintenance and improvement projects for existing health care facilities; geotechnical soil analysis for water storage tank structures; electrical design for small water and sewer system pumping and automatic control systems and lighting and control systems for health care facilities; civil/structural and architectural design for small buildings, health care facilities, pumphouse structures, and water and sewage treatment facilities; electronic surveying for topographic maps for water and sewer facilities; legal surveys for ROW; aerial photography surveys for topographic maps; mechanical design for HVAC and water and sewer interior piping for health care facilities; and fire protection engineering services for health care facilities. Award of individual A&E service contracts shall be for specific projects based upon the review of the 254 forms on file with Engineering Services and evaluated for the selection criteria listed below by the designated PAIHS evaluation chairperson or board and approved by the Contracting Officer. Individual contract amounts will be within the simplified acquisition threshold, and depending on the scope of work for each project. Contracts will be awarded to the most highly qualified firm. SELECTION CRITERIA: Award for each A/E contract will be based upon the following selection criteria, as they apply to the instant acquisition, listed below in descending order of importance. 1. Location in the general geographical area of the project and knowledge of the locality of the project. 2. Professional qualifications necessary for satisfactory performance of required services. 3. Specialized experience and technical competence in the type of work required, including, architectural, civil, environmental, geotechnical, electrical, surveying, mechanical, and fire protection engineering services for small community water and sewer systems and health care facilities. 4. Capacity to accomplish the work in the required time. 5. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
