Description
NA On or about 13 February 2002, this office will issue Request for Proposals DACA45-02-R-0004 for the construction of SBIRS MISSION CONTROL STATION BACKUP (MCSB), GLEN 00-3003, SCHRIEVER AFB, COLORADO. Proposals will be received on or about 27 March 2002 at 4:00 PM (local time). This solicitation is UNRESTRICTED, open to both large and small business participation. A site visit is scheduled for 4 March 2002 at the proposed Construction Site at 1:00 p.m. (local time). All contractors planning to attend should fax the following information to Jerry Kenerson (Phone 719-567-3944/Fax 719-567-4036): Contractor's name, com pany, and Social Security Number and provide a copy of the FAX to Mel Vogt @ FAX (402) 221-4199. Information must be received no later than close of business on 27 February 2002. On 4 March 2002, Contractors should meet at 12:30 local time (to allow time for signing in, badging, and processing) at the bus which will be sitting at the Schriever AFB, CO. Visitors Center. Contractors must present a photo ID upon arrival at the Visitor's Center. Arrangements will be made to bus or shuttle all contractors re presentatives to the project site and return from the Visitors Center. Questions regarding the site visit should be directed to Jerry Kenerson at the phone number above. DO NOT submit requests for proposal documents to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Construction of the SIBRS MCSB. This 4894 Square Meter one-story facility will house the following areas: Lobby Area, computer rooms, operational areas, conference and office spaces, men's and women's toilets, mechanical, electrical, UPS, battery storage, generator, and communications s paces. The building is steel-framed with concrete spread footings, and exterior walls consisting of pre-cast concrete panels. The roof is a Built-Up Roof, with a standing seam barrel vault at the lobby. Raised computer floors encompass much of the faci lity. Mechanical/electrical equipment includes air handlers, CRAC units, air-cooled packaged chillers, chilled water pumps, boilers, emergency generators, and PDUs. Exterior site work includes: site removals, grading, fencing, access drives, concrete wal ks, asphalt parking, utilities and landscaping. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluation s factors include: Construction Experience; Past Performance, Construction; Construction Personnel/Mechanical & Electrical Sub-Contractors; Project Management Plan; Schedule; and Utilization of Small Business Concerns. Price is subjectively evaluated cons idering Best Value and Realism. The North American Industry Classification Code for this project is 233310 (SIC Code 1541). Industry Size Standard is $27.5 Million Dollars. The estimated construction cost for this project is between $15,000,000 and $20,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) HubZones 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be requir ed to commence work within 10 days after notice to proceed and complete the work within the time period submitted with the proposal after receipt of Notice to Proceed, but not to exceed 510 calendar days. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Project includes pricing options, that if exercised, will not add additional time to contract. The proposal documents are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format .
