Description
NA The U.S. Environmental Protection Agency anticipates awarding a requirements type contract for architectural and engineering (A-E) services in the states of Ohio, Michigan, Minnesota, Illinois, Indiana, and West Virginia. Specific requirements will be identified in written delivery orders issued by the Contracting Officer. Services which may be required under any resulting contract include surveys, soil borings, investigative reports, design criteria development for projects to be designed by others, estimating, and construction phase services such as inspection/monitoring, review of shop drawings and submittals, and construction testing. Types of projects may include (1) construction phase services for ongoing projects, (2) additions, alterations, and modifications to analytical and research laboratories and vehicle and fuel emissions testing facilities, (3) building systems modification and utilities upgrades, (4) site improvements, and (5) asbestos removal design projects. Firms will be evaluated according to the following criteria, which are listed in descending order of importance: A) Demonstrated experience and technical competence in performing design and construction phase A-E services for analytical and research laboratories and laboratory support facilities (primary); additional weight will be given to those firms demonstrating experience and technical competence in performing design and construction phase A-E services for vehicle and fuel emissions testing facilities (secondary), B) Professional qualifications of proposed key personnel in all architectural and engineering disciplines, C) Capacity of the firm to complete delivery orders within a reasonable time period, including depth of professional staff in the required technical disciplines and depth of support staff, D) Demonstrated past performance on contracts of similar size and nature with respect to cost control, quality of work, and compliance with performance schedules, and E) Firm's proximity to the Cincinnati, Ohio area, where the majority of the projects under the proposed contract are expected to be located. The basic contract period shall be one year, with four (4) one-year option periods. The estimated aggregate value of delivery orders is approximately $750,000 per year. This procurement is a 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541330, "Engineering Services", and the relevant small business size standard is average annual receipts for the last three fiscal years not exceeding $4.0 million. Firms desiring consideration shall mail four (4) copies of Standard Form 254 and four (4) copies of Standard Form 255 for the prime and all team members to one of the following addresses: If sent via regular U.S. Postal Service mail, send to U.S. EPA, Attn: Luther E. All information must be received at this address no later than close of business on February 20, 2002. Include the solicitation number in Block 2b of the Standard Form 255. This is not a request for proposal. NOTE: For projects identified for consideration in connection with criterion D above (past performance), include a brief description of the project, and name, phone number, and fax number of client's representative.
