PLACE OF PERFORMANCE: Kingston, Jamaica 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract special advisor position si to support the Jamaican Constabulary Force (National Firearms and Drug Intelligence Center or other Joint Criminal Intelligence or Operational Center of the GOJ) and the Narcotics Affairs Section (NAS) American Embassy in Kingston, Jamaica in the design and implementation of effective law enforcement intelligence collection, analysis, and exploitation. II. Scope of Work: The Contractor shall: Evaluate the National Firearms and Drug Intelligence Center's established system. Make recommendations to consolidate, process and analyze relevant narcotic and other associated criminal intelligene. Also, evaluate the structure and interrelationship between the various elements or components of the NFDIC and their relationship with other braches of the Jamaica Constabulary Force (JCF) and relevant division of the Jamaica Defense Force (JDF). Develop, implement and assist in the execution of systems to process, analyze and distribute narcotics and other related intelligence information. As required, provide advice on and coordinate NFDIC management operations and matters pertaining to narcotics and other relevant criminal intelligence collection, processing, analysis and investigation. Based on the evaluation of the NFDIC, make recommendations and develop a comprehensive, interrelated training program for all components of the NFDIC. Assist in the continuing oversight of constables assigned to the NFDIC and of end use monitoring of any commodities or training that has been funded by the U.S. As necessary, conduct field surveys, evaluations and special requirement studies. Coordinate with other agencies within the country team, within the GOJ, and among regional entities regarding the planning of programs involving the NFDIC. Under the direction of the NAS Officer, assist in the coordination and monitoring of all NAS and INL sponsored activities involving elements of the NFDIC in support of Jamaican counter narcotics operations. Brief State Department, USG executive agencies and Congress on the status of U.S. host country efforts in the war against drugs. Arrange appropriate itineraries for visiting USG officials and escort official travelers as directed by the NAS or other embassy officer. III. Desired Qualifications: Bachelor's degree from an accredited institution, or equivalent (i.e., associates degree with ten years of related experience in the law enforcement or criminal intelligence analysis). Must be a U.S. citizen, subject to State Department security clearance. Current or former national agency check desired. Mid to senior level management experience in office procedures, systems analysis and general business management required. Knowledge of and skill in using information technology and management systems required. Computer skills should include word processing and spreadsheet applications. Data base management, internet web services, and multi-score e-mail skills. Must be physically qualified to live in Jamaica and meet U.S. Department of State medical standards for assignment to Jamaica. Knowledge of embassy organization and the complexities of interrelated activities, as well as familiarity with program, organization, and operation of other USG elements involved in counter narcotics programs, particularly law enforcement and the military, is strongly desired. Knowledge of the political, economic, legal and military environment of Jamaican and regional factord affecting counter narcotics programs and other international organizations is desired. Familiarity with U.S. and Caribbean counter narcotics and international criminal operations desired. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Analyze drug and other relevant criminal intelligence. These duties require application of sound operations management and specialized logistics expertise. Changes in legislation and national strategy coupled with foreign political uncertainties sometimes complicate plans. NFDIC advisor must cope with such diverse factors as foreign assistance legislation, bilateral agreements, U.S. policy, available U.S. government support, and private sector support. Factor 2. Understanding of law enforcement criminal investigations, analysis of criminal leads interrelationships, management, program development, execution and monitoring. Factor 3. Knowledge of DOS operations and federal acquisition regulations pertaining to procurement support and contract management. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
