- Description
- The 30th Space Wing, Vandenberg AFB, CA, is soliciting offers for the purchase of services as specified below. This is a combined synopsis/ solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information as included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The reference number is F5CERF12740100 and will be issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The NAICS code is 541350 and the size standard is $5.0 million. This acquisition is 100% small business set-aside. There is one line item as follows: Line Item 0100-QTY (1) lot ? ABB 72kV AF6 Circuit Breakers, Breaker Type, 72PM3140-12B. Perform inspections/evaluation and minor repairs as follows: 1.Contractor shall be an authorized, certified, factory trained field service engineer to perform inspection, repairs, and minor adjustments on five (5); ABB SF6 Power Circuit Breakers. Contractor shall present appropriate training certification and authorization by manufacturer to perform inspections and repairs of the specific equipment listed in this statement of work 2.Visual inspection of condition of breaker including the following: Breaker operating mechanism enclosure, Operating mechanism, Internal relays and controls including wiring and pressure alarms, External porcelain, Current Transformer housing and current transformer wiring, Check travel measurements of interrupter, check for SF6 gas pressure and compare to acceptable limits based on temperature. 3. Make minor adjustments to breaker settings to get within acceptable parameters as per ABB Instruction Bulletin 6.4.4.7-1E. 4. All repairs to circuit breaker shall be accomplished in accordance ABB Instruction Bulletin 6.4.4.7.1E. 5. Review spares and condition of spares. 6. Provide complete report of findings of inspection with any recommendations for further work necessary to get breakers into acceptable operating condition. 7. Report shall identify breaker location; serial number, parts and labor cost repair each specific breaker. 8. If the contractor can perform the recommended work, at that time, contractor will notify the contracting and the customer for approval. Contractor shall provide an hourly or firm price for work and cost for any materials if required. 9. Replacement parts and additional labor required not covered on the established contract to affect any repairs necessary for proper operation of the equipment will be accomplished exclusively at the direction of the contracting officer and customers written direction and authorization. Deliver to Vandenberg Air Force Base no later than 30 days after receipt of order. This service will be awarded using simplified acquisition procedures in accordance with FAR 13.0. Offerors must submit a completed copy of the provisions at FAR 52.212-3: Offeror Representations and Certifications-Commercial Items. DFARS clauses are incorporated in this solicitation with the same force and effect as if they were given in full text.
