Description
This acquisition is 100% SET ASIDE FOR SMALL BUSINESS. NAICS Code 541310 and the size standard is $4,000,000.00. Architectural and Engineering services are required for the preparation of plans, specifications, cost estimates, surveys and or reports for multiple projects at the Naval Complex, Newport, RI. Each project will feature requirements in Mechanical Utility Engineering Services the bulk of which will be exterior and mechanical in nature, such as replacement or repair of piping/equipment in steam generating power plant, replacement of existing direct-buried or trenched steam and condensate lines, installation/replacement of natural gas piping, removal/installation of fuel tanks, etc. Projects may include a small amount of associated non-mechanical work. The following post-construction award services (PCAS) may be required: reviewing of shop drawings and material submittals, preparation of ?as-built? drawings, and consultation and on-site visits during construction. The firm selected for this contract must be familiar with preparations of specifications and cost estimates utilizing Naval facilities Engineering Command (NAVFAC) SPECINTACT program and CSI format. All projects may include asbestos, hazardous materials and or hazardous waste. Services will be required within one year of the date of the contract award of the basic contract. There will be an option to extend the contract for one additional year. The Government reserves the right to exercise or not to exercise the option. The guaranteed minimum for this contract is the first Task Order of the Base Year only. Subject to necessary changes, the total A/E fee that may be paid under this contract will not exceed $500,000 for the total of the base year plus the option year. It is anticipated that the Base year and Option year will not each exceed $250,000, however the $250,000 annual limit may be exceeded provided that $500,000 is not exceeded over the 2 year period. A/E firms responding to the announcement will be evaluated on the above requirements based on the following criteria in relative order of importance: (a) Specialized experience and capabilities in all phases of exterior utility engineering. Demonstrate experience with repairs and modifications to large scale, high pressure steam power plants and district steam distribution systems. Demonstrate experience with work on such systems that must remain in service during work. (b) Professional qualifications of staff to be assigned with special emphasis on field personnel to be utilized. Qualifications should include (but not be limited to) Professional Engineer licenses in mechanical, electrical, civil and related disciplines; Certified Plant Engineer, Certified Asbestos Designer, and others as appropriate. (c) Capacity to perform the work in the required time quality customer service. Demonstrate an organized staffing structure that clearly outlines how the Government will be served during this contract. (d) Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Firm should demonstrate methods of quality control, such as using systems like ?Redi-check? or comparable methods. (e) Location of firms in the general geographical area of the projects provided that there is an appropriate number of qualified firms therein for consideration. (f) Demonstrated success in prescribing the use of recovered materials, achieving waste reduction and energy efficiency, and participation in rebate programs, in facility design. (g) Volume of work previously awarded to the firm by the Department of Defense (DoD). (h) Performance Evaluations on recently completed DoD contracts.
