Description
This is a combined synopsis for CSP/SMART AND ISSE-GUARD SUPPORT Headquarters 3rd US Army, Arcent-Kuwait CSP/Smart Support. This synopsis is being prepared in accordance with the procedures and format of FAR Subpart 16, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis for a follow-on to task 4TAL21010606. This order is being issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract. SMART is a proprietary product of Northrop Grumman IT. Northrop Grumman IT is the sole developer, and there are no authorized resellers of either the SMART product or SMART support services. In addition, Northrop Grumman IT is the prime contractor for development and maintenance of the Communications Support Processor (CSP); there are no other contractors authorized to provide support services for a CSP system. SMART and CSP are the two systems maintained under the Camp Doha CSP System Administrator Support Contract. Northrop Grumman IT is the incumbent on the current Camp Doha CSP System Administrator Support Contract." The task number is 4TEG21026518 at https://it-solutions.gsa.gov/. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This requirement is a sole-source procurement. The deliverable due date is 30 days ARO. Delivery will be made to Major John Archer, HQ, 3rd US Army , Arcent-Kuwait. The following clauses apply to this acquisition: 52.212-1 Instructions to Offerors?Commercial; 52.212-2 Evaluation ? Commercial Items, award will be made to the offeror who best meets the technical requirements at the lowest price; 52.212-3 Offeror Representations and Certifications ? Commercial Items; 52.212-4 Contract Terms and Conditions ? Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (a); (b) 0(1), (3), (6), (7), (8), (9), (10), (16). NOTES: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
