Description
This is a REQUEST FOR INFORMATION. Reference RFI02KF0001 when responding to this announcement. The Social Security Administration (SSA) is seeking vendors who can provide a commercial off-the-shelf (COTS) software product to support an invoice imaging and presentment system. The software product/package must have the capabilities listed below. The following are the document imaging capabilities required of the software: a) ability to provide electronic capture (scanning, fax or import) of incoming documents, with the ability to handle high volumes (45,000 per month) and various document sizes and miscellaneous, non-standard documents, , including envelopes; b) ability to provide image enhancement capabilities with route and re-scan ability; c) ability to provide support for high-volume, heads-up indexing, including split screen capabilities; d) ability to provide Automated data capture (e.g. OCR, barcode recognition, etc.) as well as manual indexing and data entry; e) ability to provide flexibility in the type and number of index fields used for documents as well as key fields and classification of documents; f) ability to provide robust searching and retrieval, using various and multiple criteria g) ability to provide a single viewer for all documents, through a web browser over the SSA intranet, with fast and reliable access by multiple concurrent users; h) ability to electronically annotate and stamp images and other image manipulation capabilities in a secure manner; i) ability to distribute images directly from the desktop (workflow, fax); j) ability to store documents in folders and subfolders and to maintain a specific order of filing for each; k) ability to archive images to secure media (magnetic, optical or tape) for defined retention periods; l) ability to report based on metadata to enable analysis of document types/issues and assist in managing peaks and valleys of workloads; m) ability to access security ( at the user and group levels); n) Provide ability to scan invoices from various foreign countries; o) provide image enhancement capabilities with route and re-scan ability; p) provide ability to view multiple documents concurrently; q) provide ability to electronically and securely annotate and stamp images and other image manipulation capabilities; The following are the electronic file management capabilities required of the software: a) ability to receive and process electronic files of various formats, including EDI, XML, print file formats (e.g. AFP, Metacode, PCl, line printer, etc) Comma Separated Values (CSC) files and ASCII text; b) ability to provide electronic forms to enable vendors to input their invoice information via an electronic form through the internet; c) ability to provide standard system information about the files as they are received (e.g. date/time received) as part of the metadata; d) ability to extract the appropriate metadata information needed for processing from the files received above and add custom metadata fields to the electronic files that have been received; e) ability to present the invoice information through the SSA intranet to users (local and remote) via a web browser interface; f) ability to store all the data received such that it is usable for analysis by SSA (e.g. line-item data on telephone bills can be accessed for analysis): g) ability to provide a storage mechanism for the data in order to maintain it for the required timeframe (7 years); h) ability for users to search and retrieve the electronic files based on the metadata; i ) ability to support 50 full time and up to 2,000 casual users for access to the electronic file information on a regular basis; j) ability to integrate with the chosen document imaging and workflow solution; k) ability to provide reports for both status information and volume information; l) provide translation capability to create readable incomes from electronic formats such as EDI; m) ability to present data received in electronic format such as EDI in readable format to users via the SSA intranet;. The following are the architectural capabilities required of the software: a) ability to support high processing volumes and loads to meet the capability needs of 45,000 invoices per month; b) ability to provide off the shelf capabilities with minimal modifications; c) ability to provide web browser access using Microsoft Internet Explorer 5.0, 5.01 SP1, 5.5 and 6.0; d) ability to support the SSA current platform environment of Sun Solaris, OS/390, or Microsoft Windows NT/2000 (with Sun Solaris and OS/390 preferred; e) ability to utilize either Oracle (for the Unix platform) DB2 (for the mainframe) ; f) ability to support Token Ring, Ethernet, TCP/IP and SNA/SDLC protocols; g) ability to utilize SNMP for inclusion into monitoring environment; h) ability to provide remote security; security integrated with the operating system, and security by user and group; i) ability to provide flexibility in the security configuration and control; j) ability to provide audit trails as well as automated audit checks and reviews; k) ability to maintain security for users accessing the system external so SSA facilities; l) support IBM HTTP Server and IBM Websphere for future web and application server implementations; m) does not require separate access lists; support use of Public Key Infrastructure (PKI), specifically client side and server side certificates with Secure Socket Layer (SSL) n) support use of Lightweight Directory Access Protocol (LDAP);The following are the workflow capabilities required of the software: a) ability to easily create and test new process flows or modify existing flows as business needs dictate, preferable through a GUI, including version control of the workflow; b) ability to automate structured and repeatable work processes; c) ability to assign and distribute work based on SSA?s requirements to maintain a separation of duties and to escalate work if not addressed within specific timeframes; d) ability to support for rule-based routing, especially to address exception handling within the invoice processing workflow; e) ability to ?match? invoices with the appropriate P.Os, based on metadata of the files, and route them together through the flow to be processed; f) ability to integrate with imaging and electronic file management technologies for online document and electronic file access; g) ability to integrate with desktop productivity tools and existing messaging systems for notification; h) ability to monitor and audit workflow in order to identify bottlenecks and streamline process; i) change-tracking mechanism (audit trail) of information as the invoices are processed (who, what, when). The software and all related deliverables must be compatible with SSA?s requirements for Section 508 compliance, which are available online at http://www.ssa.gov/oag; then click on acquisition information and scroll down the page to Section 508. More information on Section 508, is available at the official website: http://www.section508.gov. The Solution must not require changes to existing operating systems, hardware or application software in use at SSA. The software must be able to integrate with already installed systems critical to SSA. Responses must contain sufficient documentation to establish a potential capability to fulfill the requirement, as far as has been specified in this announcement. Closing Date for this submission is 10 calendar days from the date of this notice. No FAXED responses will be accepted. Respondents will NOT be notified of the results of ANY evaluation made from the information submitted. NO award will be made from the basis of this announcement. The information will be used in SSA?s assessment of capable sources. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME. The Government will NOT pay for information provided in response to this announcement. Interested parties should contact the POC identified above. See Numbered Note 25.
