Description
[SPECIAL NOTE: Reference Original CBDNet Submission No. 514806, Dated December 12, 2001 (Original Response Due Date: January 22, 2002 is hereby changed to read: February 15, 2002)]. The Foundation for Community Development (FDC), with financing from USAID, is seeking expressions of interest for professional staff. The Foundation for Community Development (FDC), a leading Mozambican NGO, will implement an HIV/AIDS prevention (and mitigation) program in the Southern provinces of Inhambane, Gaza, Maputo and Maputo City. Some cross-border activity is also envisaged. FDC is an established foundation and community service organization that targets poverty alleviation in communities, with particular emphasis on youth and the disadvantaged. To undertake this substantial HIV/AIDS prevention and mitigation project, FDC recruited a team of professionals and has defined an intervention strategy. Technical assistance to this new group will be required, but the modalities are still being determined. The description below indicates the types of services under consideration. Resident technical assistance (recruitment of individuals, personal service contracts): Training specialist (18 months), to be part of the project unit. This individual will: serve as advisor for training activities (virtually all professional staff have training roles); be the conduit for access to latest training techniques and world-wide experience in training and educational interventions for HIV/AIDS prevention and mitigation; participate with specialized trainers in the articulation of training programs in their areas of expertise (financial management, IEC, information management, community mobilization, etc.); Contribute to and elevate the quality of training materials and training content; set up systems to measure success and evaluate performance of training activities. Behavior Change Communications Specialist (24 months), to be part of the project unit. This individual will both have the experience in behavior change communications and facilitate access to state-of-the-art practices and experience in other countries. Behavior change is at the core of the HIV/AIDS prevention project (the project recognizes the parallel importance of factors increasing susceptibility). The individual will bring expertise to the Unit in an area in which its exposure and preparation is just beginning. Among the responsibilities will be: to play a lead role in working with other members of the Unit in defining a behavior change communications strategy for the project; Work with team members to build an effective link between behavior change communications and the other types of program interventions (community-based, target group, workplace, advocacy, etc.); Participate in the selection and then the supervision of a Mozambican firm who will provide communications services for behavior change and IEC; Train and provide continuing support to staff seeking to specialize in behavior change communications as well as those learning about behavior change communications for work in their specific disciplines; Contribute to effective information gathering and results tracking for the project. Short Term Technical Services. While it is not possible to indicate at this time the timing or level of effort required, short--term technical services will be needed. The following areas are illustrative; other areas may develop during project implementation: Advocacy, legislative and policy formulation, resource mobilization, behavior change, orphans and disaffected, community-based care, organizational development, monitoring and evaluation, psycho-social assistance, faith-based programming. Three types of relationships are being considered: (1) consultancy by individuals for specific tasks; (2) continuing service access agreement for individuals or organizations identified to have skills needed throughout the project for multiple short-term consultant services. This type of arrangement will be used primarily with Mozambican individuals and with intellectual/research centers in the Southern Africa region, but could be extended to an off-shore service provider; and (3) Indefinite quantities contracts) for unspecified short-term needs. Mozambique is a Portuguese speaking country. The members of the Unit speak good English, but ability to communicate with partner organizations and in community settings will be important in most cases. Material submitted should include information on Portuguese language capability. Spanish speakers are invited to respond, but will not be considered to be fluent in Portuguese.
