Description
The USDA, Forest Service, Northern Province, has a requirement for an indefinite quantity contract for professional Architect-Engineering services required for road assessments/analysis, survey/data collection and computer input, design, construction inspection and/or other items effecting or relating to roads, trails, drainages, minor concrete structures, retaining walls, etc. The project does not include bridge design. PROJECT INFORMATION. The scope of services required under this contract include: (1) survey - (p-line, i.e. preliminary line) of highways and low-volume roads and individual sites, including staking the line; completing stadia surveys or running traverse, profiles, and cross sections over the line; mile post or station surveys; and recording and submitting data to the Government. Surveys may occur in all types of terrain, from flat open to heavily forested steep broken terrain; (2) Trail tasks ? Assessments/survey for repair, reconstruction and relocation and related tasks; (3) Road tasks - field reconnaissance reviews, alternative design analysis, data collection, survey and complete design computations, i.e., hydraulic drainage analysis, surface and subsurface aggregate analysis, estimate of quantities, final design drawings and construction staking notes. Tasks may range from construction/reconstruction of double lane highway design to low volume single lane non-geometric road design which is suitable for critical design vehicle or an individual minor structure or facility as specified in the task order; (4) Slope stabilization (slope stability remediation and design) - survey and/or complete remediation design computations, estimate of quantities, final design drawings, and construction staking notes; (5) Analysis/assessments - All analysis utilizing GPS or GIS shall be compatible with the present Forest Service geographical information system, ARCINFO. Analysis shall be in the format requested by the Forest Service specified on the individual task order. All reports, correspondence and data, including data collected electronically, shall become the property of the government; (6) Engineering services - provide engineering services for road repair or decommissioning assessments, data collection and computer input, survey, design, construction inspection, geographic information system input and analysis. Government property furnished for a task order will be identified prior to the issuance of such task order. Use of such property will be documented in accordance with agency regulations. LOCATION. Work under this contract will be located on Federal lands located within the Northern Province forests in Region 5; Klamath, Six Rivers, Shasta-Trinity and Mendocino National Forests in Northern California. CONTRACT INFORMATION. The contract shall be for one year from date of award, with the option to renew for four (4) additional one year periods. Priced task orders will be issued for each individual project. The annual award amounts of the contract will be a minimum of $25,000 and will not exceed $1,000,000. The intent is to award to no more than 2 contractors. SELECTION CRITERIA. Firms capable of providing these services and qualified to meet the requirements as described are invited to respond to this announcement. The criteria for selection, listed in descending order of importance, are as follows: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. SUBMISSION REQUIREMENTS. Each firm?s response must include one original and 3 copies of the following: (A) Standard Form 254, Architect-Engineer and Related Services Questionnaire, (B) Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, (C) A cover letter which specifically addresses the selection criteria listed above. The cover letter shall be limited to 25 pages (8.5 x 11, single-sided) with a print size of 12-pitch font, or larger. Failure to provide information on criteria 1 through 5 above may result in disqualification of the firm. All submittals must be received no later than 4:30 p.m., PST on 27 February 2002 at the address listed above. No faxed, telegraphic or telephonic submittals will be accepted. The NAICS code is 541330 (Engineering Services), the small business size standard for this project is defined as average annual receipts for the previous three (3) years of $4,000,000. This is NOT a small business set-aside; competition is open to all engineering firms. This is not a request for proposals.
