- Description
- The National Heart, Lung, and Blood Institute intend to negotiate on a sole source basis with Mark Geanacopolous, 4403 Bayne Street Rockville, MD 20853 to provide Professional Services to the National Heart, Lung, and Blood Institute (NHLBI), Division of Intramural Research, Cardiovascular Branch, Molecular Biology Section, in the management, and development of Genetic Manipulations in C. elegans. Dr. Geanacopolous? research focuses on the regulation of transcription in E.coli. as well as mechanisms of human platelet activation, specifically the role of protein kinase C in platelet response has performed within the Laboratory of Michael Krauss National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK). He has extensive experience in C. elegans, and is experience can further the Laboratory of molecular Biology by allowing the discovery of novel genetic pathways linked to oxidative stress resistance. Furthermore, his ability to manipulate a simple organisms such as C. elegans can provide a unique opportunity for novel gene discovery that will further the scientific mission of the laboratory and the Institute. Due to Dr. Geanacopolous, knowledge and expertise this contract was necessitated by the time required to complete the project. It is not possible to recruit immediately a senior scientist with the necessary specialized expertise to perform the required work for this project. Dr. Geanacopolous, vast professional knowledge and experience will assist with the essential and necessary orientation of staff and provide much needed assistance for program management in the interim. To award to any other source would not be advantageous to the government, and would result in a substantial increase of cost to the Government that is not expected to be recovered through competition. Statement of Work: Background. MBS requires the immediate services of a skilled Molecular Biologist who has expertise in studies of C. elegans, a simple worm, often used in the laboratory as a model system. The individual will be required to assist the laboratory of molecular biology in the genetic manipulation of C. elegans including the production of transgenic animals as well as expression knockouts. Finally, the individual will be expected to conduct a number of genetic screens to identify novel gene products that regulate oxidants and energy levels in C. elegans. The work described will directly benefit the laboratory and the NHLBI by allowing the discovery of novel genetic pathways linked to oxidative stress resistance. The ability to manipulate a simple organisms such as C. elegans provides a unique opportunity for novel gene discovery that will further the scientific mission of the laboratory and the Institute. Location of Work: In the Warren Grant Magnuson Clinical Center, Building10, Room 6N240. II Services to be Performed: General Requirements: The applicant must be proficient in laboratory procedures and be able to work independently as well as in conjunction with a team of scientists. In addition, the individual will be expected to conduct a number of genetic screens to identify novel gene products that regulate oxidants and energy levels in C. elegans. Specific Requirements: As noted above, the contractor must be an expert in the field of molecular biology, have specialized experience in studies involving the model organism C. elegans. Specific duties include: 1) Creation of transgenic lines of C. elegans, 2) Creation of knockouts in C. elegans, 3) Execution of genetic screens in C. elegans. Government Requirements: The government will provide on-site laboratory space, furnish all necessary reagents, laboratory equipment, and computer facilities as needed. Duration of Project: This project will run for approximately twelve months. The consultant will be required to coordinate his efforts with the Project Officer. Working hours are negotiable between the Consultant and the Project Officer. The Government intends to award by February 14, 2002. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541990 and Standard Size is $5.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
