- This Pre-Solicitation Notice is hereby amended as follows: 1. The Classification Code has been changed from "F" to "B". 2. The solicitation is expected to be issued approximately February 21, 2002 The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for regulatory and programmatic support for ambient air quality assurance. The ambient air quality assurance program focuses on issues concerning the quality of measurement data of the criteria air pollutants (carbon monoxide (CO), ozone (O3), nitrogen dioxide (NO2), lead (Pb), sulfur dioxide (SO2), and various sizes of particulate matter (PM), chemical speciation of particulate matter, air toxic compounds, and the ozone precursors required to be measured by the Photochemical Assessment Monitoring Stations (PAMS) program. The U.S. EPA's ambient air quality assurance program ensures the data, collected and reported by State/local agencies, federal agencies, and other parties, is of a measurable quality and can be used to support programs such as the National Ambient Air Quality Standards (NAAQS), the federal reference and equivalency program, and the nation's air quality management structure. The support will include reviewing/revising the data quality objectives for ambient air, providing technical assistance in developing reports related to ambient air quality assurance, facilitating assessments and audits, providing general technical support to the ambient air quality assurance program, providing technical support for the development and revision of guidance documentation, and providing technical support to the ambient air quality assurance program relating to the precision and accuracy checks of the monitoring data. Qualifications include experience with the EPA's Aerometric Information Retrieval System (AIRS); familiarity with the Code of Federal Regulations Chapter 40 Parts 50, 53, and 58 relating to ambient air monitoring, quality assurance, and the federal reference and equivalency methods program; familiarity with the National Ambient Air Quality Standards (NAAQS); familiarity with the State and Local Air Monitoring Stations (SLAMS), the National Air Monitoring Stations (NAMS), and the Photochemical Assessment Monitoring Stations (PAMS) networks; familiarity with the Quality Assurance Handbooks for Air Pollution Measurement Systems; and familiarity with the quality assurance documents published by the EPA's Office of Research and Development. EPA anticipates the award of a cost-plus-fixed-fee level of effort contract for a total of 39,500 labor hours consisting of a base requirement of 7,900 and four twelve-month options of 7,900 labor hours each. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. NAICS Code 541620 applies with a size standard of $5M in average annual receipts over the last three years. This is a follow-on to contract 68-D-98-032 with Research Triangle Institute. The solicitation is expected to be issued approximately February 21, 2002 as a full and open competition. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do NOT have the capability to obtain the solicitation from the Internet may submit a written request for a diskette with the solicitation in WordPerfect 6.1 format from the contact point at the address above. However, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax request will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency. See Note(s) 26.
