Description
Request for Phase One Technical Qualification Proposals. The General Services Administration, Heartland Region is soliciting proposals from design-build firms, partnerships, or joint-ventures for the delivery of a new United States Courthouse in Cape Girardeau, MO -- Solicitation Number GS-06P-02-GZC-0518. As described below, this is a two stage selection process. Stage 1 is the request for qualifications (RFQ). It involves response to criteria as described in the solicitation. The 3 most highly qualified Stage 1 offerors will be requested to submit Stage 2 competitive Proposals in response to a Request for Stage 2 Competitive Proposals (RFCP). Stage 2 will involve response to criteria as described in the solicitation and will involve elements of a design competition. One offeror may be selected to receive award for the design-build contract at the end of Stage 2. The project consists of designing and constructing a new building of approximately 14,307 square meters gross (154,000 S.F.) including inside parking for 24 vehicles while containing 8,863 occupiable square meters (95,400 S.F.) and surface parking for 120 vehicles on a four acre site located in the downtown area of Cape Girardeau, Missouri. The facility will be designed and constructed in metric (Systems International) units. The Government will furnish the site. The Government desires this building to be a distinguished addition to the Central Business District of Cape Girardeau. The design should be an expression of the American architectural tradition and a visual testimony to the dignity, enterprise, vigor and stability of the American government. The objective of the selection process is to select an excellent designer and firm supported by highly qualified design professionals who will produce a building that exemplifies design excellence. Total estimated cost of services is $35,000,000 to $45,000,000. The D-B contractor will be competitively chosen using Advisory Multi-step and Source Selection procedures. Evaluation of statements of qualifications: Design Experience (20%), Construction Experience (20%), Key Personnel Experience (15%), Key Personnel Performance (15%), Design/Build Team Experience (15%), Design Philosophy And Project Approach (10%) and Subcontracting Plan (5%). Submit requests for Stage 1 RFQ to the Contracting Officer, mo.smith@gsa.gov. A Pre submission conference is planned for 1:00 p.m., February 6, 2002. It will be held at the Training Center, Building 105L, Federal Center, 4300 Goodfellow Blvd., St. Louis, MO. Please pre-register with the Contracting Officer by email, mo.smith@gsa.gov. Submit names of individuals and firm name by noon Tuesday, February 5, 2002. Those attending the conference are encouraged to arrive by 12:45 p.m. due to security requirements at the facility. Individuals will need to furnish a photo ID to enter the Federal Center, e.g., driver's license. Proposal Submissions: Proposals will be evaluated using a two-stage process. For this contract, tradeoffs and technical/management factors, when combined, are significantly more important than cost or price. The Government intends to disclose proposals received in response to this solicitation to non-government evaluators. Each evaluator will sign and provide to GSA a "Conflict of Interest Acknowledgment and Nondisclosure Agreement." Under Stage 1, offerors must submit information to identify the offeror as an individual or as a legal business entity. The offeror shall identify the General Contractor and the Design Team that will provide services for the D-B contract and furnish qualifications and information to fulfill the Stage 1 proposal requirements. If the offeror is not a small business, a small business subcontracting plan must be submitted with the proposal for the design team with offer for Stage 1. The D-B will be required to provide the maximum practical opportunities to small business concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of the contract. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established subcontracting goals of 40 percent total for Small Business (SB), which includes 7 percent for Small Disadvantaged Business (SDB), 5 percent for Woman-Owned Small Businesses (WOSB), 2.5 percent for HUBZone Small Business (HUBZone SB) and 3 percent for Veteran-Owned (Including Service Disabled) Small Business (VOSB). An acceptable subcontracting plan must be agreed to before contract award. The Government will evaluate all responses in accordance with the criteria stated in the Stage 1 RFQ, and will advise each respondent in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. The Government will advise respondents considered not to be viable competitors of the general basis for that opinion. Three offerors will be invited to participate in Stage 2. The Stage 2 will involve elements of a design competition between the Stage 2 offerors. Only offerors invited by the Government to participate in Stage 2 may qualify for a stipend payment in the amount of $75,000 to help defray proposal development costs. The stipend payment is conditional upon receipt of a fully developed Stage 2 proposal (RFCP). Only one stipend payment will be made to each offeror, even should the Offeror choose to submit multiple proposals. Offerors responding to Stage 2 must submit a complete subcontracting plan for both the design and construction services. Award of a contract is contingent upon funding approval. This is a negotiated procurement that will result in award of a firm-fixed price contract. Requests for Bidders' Mailing List should be submitted to the Contracting Officer, mo.smith@gsa.gov.
