Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote under the number FA4452-02-Q-A053. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17, AMC Contracting Flight intends to issue a purchase order for the following: Premier/Alliance support to maintain Microsoft Windows 2000 operating system on the United States Transportation Command's (USTRANSCOM) Local Area Network LAN. The period of performance for this requirement is from date of award to 30 Sep 2002. This support shall include a Microsoft Technical Account Manager (TAM) and Alliance Team Support (AST) Premier technical support: 24 x 7 support, 450 TAM hours, 450 AST hours (Orientation and planning sessions, escalation management, service delivery plan, support usage reports, monthly status meetings), 60 incidents, (Hot fixes, critical problem alerts, multivendor coordination), newsflashes, expert roundtable participation, unlimited-user services desk license, 1 MS Tech Net Subscription and MSDN Universal subscription. The detailed statement of work that outlines the tasks as required can be obtained from either Ms. Fleurelle Humphrey at 618-256-9922 or Ms. Barbara Steinmann at 618-256-9948. Service will be provided on Government site - USTRANSCOM 508 Scott Drive, Room 339, Scott AFB, IL 62225-5357. . The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, along with the offer. The provisions at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition, along with the following clauses: 52-211-6, Brand Name or Equal (Aug 1999): 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (31 U.S.C. 3332). The clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 1999) applies to this acquisition, along with 252.225-7001, Buy American Act - Trade Agreements - Balance of Payments Program (41 U.S.C. 10a010d, E.O. 10582) and 252.225-7014, Preference for Domestic Specialty Metals (10 U.S.C. 2241 note). This is a DO rated order under the Defense Priority Allocation Systems (DPAS). Evaluation of Offers will be based on price, technical proposal, and delivery.
