Description
This project consists of the construction of a campus-style facility on a 20 acre parcel of land, to house the new Exeter Job Corps Center, located at a site in Exeter, Rhode Island which was formerly known as the Ladd Center, a State operated facility located along Route 2. The work involves the construction of academic, vocational, dining, medical-dental, recreational, housing and storage/support facilities. The project has been separated into two (2) construction bid packages for competitive bidding (Packages "1" and "2"). Contractors will be allowed to bid either Package No. "1", Package No. "2", or Packages Nos. "1" and "2" combined. Package "1" consists of the construction of a renovated classroom/medical-dental/administrative office facility (28,540 GSF); a combination dining/recreation/physical fitness/auditorium building (42,875 GSF); a pre-engineered vocational training building (4,710 GSF); and project site work. The period of performance for completion of Package "1" is 480 calendar days, with substantial completion to be achieved within 420 calendar days, from receipt of notice to proceed, if awarded separately. Package "2" consists of the construction of a new two story dormitory building (40,115 GSF), and some finish site work immediately adjacent to the building. The period of performance for completion of Package "2" is 480 calendar days, from receipt of notice to proceed, if awarded separately. If only one contract is awarded for Packages "1" and "2" combined, the period of performance for completion of the combination is 510 calendar days. The total estimated cost range of construction for each package is, if bid separately, between $5,000,000.00 and $10,000,000.00. Initial plans and specifications will be available on February 13, 2002 only from the Architect/Engineer firm, Miller Dyer Spears, Inc. 286 Congress Street, Boston, Massachusetts 02210. Contact Mr. James Loftus (617) 338-5350 for additional information. Collect calls will not be accepted. It is emphasized that requests for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. Requests must be in writing and a $200.00 refundable bid-deposit for each package is required. This bid-deposit must be in the form of a certified check, cashiers check, or money order made payable to the U.S. Department of Labor, and submitted to the A/E firm at the time of request. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid and COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to bid-deposit requirements, or for requests made after the initial actual cost of reproduction of the IFB documents, a non-refundable fee not to exceed the actual cost of reproduction of the IFB documents, plus a shipping charge based on each individual request (if applicable) will be required in order to obtain the IFB documents. Pre-Bid Walk-Thru is scheduled for February 27, 2002 at 10:00AM (local) at the project site. This will be the only opportunity to review the job site prior to submission of bids. Bid Opening is scheduled for March 28, 2002 at the A/E's office. The North American Industry Classification System code for this acquisition is 233320, "Commercial and Institutional Building Construction". The Small Business Size Standard is $27.5 million. HUB-Zone, small disabled veterans, women-owned, small disadvantaged businesses, 8(a) businesses and small businesses are encouraged to apply.
