- This bulletin is PRDA Addendum 1 provided to supplement and clarify the original PRDA release of January 11, 2002. Other than as indicated below, the original PRDA remains in full effect. The Government reserves the right to amend this PRDA and offerors should remain alert for any future amendments that may be published. In SECTION B. REQUIREMENTS, (1) TECHNICAL DESCRIPTION, (a) INTRODUCTION: The Initial Operational Capability (IOC) objective of FY10 in sentence four should be interpreted as predicated on a first launch in FY09. Delete references to the Program Decision Memorandum (PDM IV), 28 December 2001 and the Air Force Scientific Advisory Board Study titled Availability and Survivability of Militarily Relevant Commercial Space Systems. These items will be available after contract award. They are not required for proposal preparation. In SECTION B. REQUIREMENTS, (2) DELIVERABLE ITEMS: Change (i) to read: an architectural description and associated design characteristics of an end-state system(s) capable of being modeled in the SMC Concept Design Center. This change is being made to avoid confusion regarding the use of 'point design' terminology. Add (vi) Draft Performance Specifications. This was inadvertently placed in the proposal section for inclusion in Volume 1 (Technical). In SECTION B. REQUIREMENTS, (3) DOCUMENT REQUIREMENTS: Delete last two sentences after parenthetical. Replace with the following: Proposals must be submitted with information no higher then SECRET classification. If offerors proposal contains classified material it must be delivered / transmitted via normal security procedures IAW NISPOM guidance to the address and point of contact indicated in Section A. Introduction. In SECTION D. PROPOSAL PREPARATION INSTRUCTIONS (1) GENERAL INSTRUCTIONS; the term 'PDF format acceptable' should be interpreted to mean the government will accept items compatible with Adobe Acrobat Reader software, version 4.0. Add: The government reminds bidders that during the source selection process they must refrain from contacting commanders, supervisors, and higher authorities regarding this and related procurement activities. In SECTION D. PROPOSAL PREPARATION INSTRUCTIONS (5) VOLUMES/PAGE LIMITATIONS: (a) Volume I (Technical); Resumes for personnel should be included in the Other Contract Documentation section. Do not include in the Technical Proposal since they would detract from the 20-page limitation. Delete 'Draft Performance Specifications' in the Other Contract Documentation chapter. In SECTION G. POINTS OF CONTACT; delete (2), (3), and (4). All questions should be addressed through the remaining points of contact (SMC/MC, SMC/PKO, and SMC Ombudsman). OTHER ITEMS OF INTEREST: - Due to time constraints there will be no bidders conference for this solicitation. - There will be no time extension for proposal submission. - Submitted proposals must not exceed the SECRET level of classification. - Small business firms wishing to make a submittal should reference NAICS Code 541710 and the site standard is 1000 employees. - The guidance and documentation needed for the architectural description and design characteristics deliverables to ensure compatibility with the CDC will be provided to successful offerors at the post award kick-off meeting (TBD).
