Description
NA The U.S. Army Aviation and Missile Command is soliciting information to analyze alternatives for measuring, analyzing and mitigating vibration on Army helicopters, replacing the current Aviation Vibration Analyzer (AVA) system. This Request for Informatio n (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract now or in the future. Submitting information for the RFI is voluntary, and participants will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. The government requires an AVA II that is a lightweight, one-man-portable kit giving the U.S. Army Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) organizations the capability to safely perform helicopter main and tail rotor blade tracking and balancing for all U.S. Army helicopter models. 1. Capabilities: The AVA II must provide the capability to rig for main and tail rotor blade tracking and balancing of all U.S. Army helicopters. The AVA II must provide field technicians with a rugged, portable (no more than 60 pounds) and safe means o f performing helicopter main and tail rotor blade once per revolution (1P) vibration maintenance, NP (N = number of rotor blades) vibration maintenance, and other rotating component-induced vibration identification by frequency. The AVA II components/equi pment must acquire, transmit, process, display and permanently record that data required to effect a vibration environment within aircraft specific maintenance goals. The AVA II must record and process the acquired vibration data and display and record ma intenance actions to reduce the vibration environment. The AVA II must function effectively on all models of the following U.S. Army helicopters: AH-1, AH-64, CH-47, OH-6, OH-58, UH-1, UH-60, MH-60K and RAH-66. 2. Further detailed capabilities required are contained in a draft performance specification available in Microsoft Word format from AMSAM-AC-SA-F/Denise McKinney. 3. Life Cycle Cost. All elements of production and sustainment costs are important. Innovative approaches that minimize costs are particularly of high interest. 4. Production capabilities/capacity and delivery schedules should be addressed. 5. RESPONSES SHOULD INCLUDE: (1) It is desirable that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office and address each of the above characteristics and any other important technical aspects of the product. One CD should be submitted to the individual listed in paragraph 6. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. Two (2) paper copies should be submitted to the individual listed in paragraph 6. Paper copies must be clearly labeled as Proprietary/ Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/co mpetition sensitive information will be protected from disclosure. The submitted responses should include the following: (a). Executive Summary, (b) Company Capabilities, (c) System Description, (d) Response to Data Elements, (e) Employment and Support C oncept, (f) Life Cycle Cost, (g) Production and Delivery Schedule, and (h) Appendices (if required); (2) Commercial price list or GSA schedule, including any software license and maintenance fees; (3) Points of contact (including name, email address, phone number, and fax number) from three customers currently using the identified product. 6. Only firms that currently have product(s) possessing the required characteristics stated above are invited to respond to this RFI. Responses must be received no later than 15 Feb 02. Nothing shall be construed herein or through the RFI process to commit or obli gate the Government to further action as a result of this RFI. Firms responding to this RFI shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter.
