Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China lake, CA, intends to procure under FAR Part 12 and on a 100 percent small business set-aside an Elevation/Azimuth Antenna Pedestal, with a 180-day delivery schedule, and with 2 (two) options to procure 1 each additional pedestals to be exercised during a 12 month contract term. Both azimuth and elevation must be steerable/moveable via a computer interface unit/box and manual control. The pedestal shall house/hold/mount a standard 8-foot Nike parabolic antenna (with radome cover) and boresight camera and housing, counterweights, and mounting brackets. The pedestal(s) shall meet the following performance specifications: Azimuth pedestal coverage: 210 degree (minimum)/ -300 degree (maximum). Elevation pedestal coverage: -15 degrees to +45 degrees (minimum). Rated gear torque: AZ >1000 ft-lbs. (minimum), El>1000 ft-lbs. (minimum). Azimuth velocity: 10 degrees per second (minimum). Azimuth acceleration: 10 degrees per second squared (minimum). Elevation velocity: 5 degree per second (minimum). Elevation acceleration: 5 degree per second squared (minimum). Mechanical Backlash (no power): 0.05 degree (maximum). There will be no change to the acceleration and velocity numbers until the commanded coordinates are reached. (No dead time shall be greater than the mechanical backlash.) Accuracy (RMS) 0.05 degree (or better). Pedestal Weight (with no payload) 3000 lbs. (maximum). Payload Weight: 1000 lbs. (minimum)/ 1200 lbs. (maximum). Input power: 115VAC, 60 Hz utility power. Pedestal Controller PC control: UDP (preferred), TCP/IP, or RS232. If UDP or TCP/IP is provided, IP address and port address shall be user configurable. Pedestal Controller PC status request: only on a request status command will the pedestal respond with status information, current AZ and El position, current AZ and El rates. Pedestal control cable length: 150 ft (from controller to pedestal). Pedestal Controller shall fit in a 19-inch rack and height must not exceed 4 R/Us (7-inch height). Pedestal Controller shall have both manual and computer controls for azimuth and elevation pointing positions. Pedestal Controller shall have the capability to receive and remember an azimuth and elevation designation as a reference point instead of resetting to true north and zero. The documentation package shall include an Interface Control Document (ICD) showing ALL mechanical, electronic, and data interfaces (both internal and external, including data formats) of pedestal, controller, and interconnect cabling. Adjustable limit switches and operator accessible safety switches shall be included on the pedestal for both azimuth and elevation. The pedestal shall have brakes that will automatically engage when the pedestal is de-energized or no power is applied to the drives. The brakes shall have the capability to be set anytime when the pedestal is not moving. Pedestal movement will be less than 0.05 degrees in both azimuth and elevation when the brakes are applied with a full working payload. The pedestal, when first energized shall not move and the pedestal controller shall provide the azimuth and elevation to where the pedestal is initially pointing. The pedestal then shall not move until directed by the controller either manually or remotely. Pedestal compensation shall be adjustable by end user. If the pedestal/controller system provided uses a PROM burnt compensation adjustment, the pedestal manufacturer shall provide the appropriate PROM burner and associated software; such that the compensation adjustment can be accomplished by the end user. Pedestal, with antenna and associated hardware mounted to it, shall survive winds up to 120 mph and temperatures up to 120 degrees F. The pedestal, with antenna and all associated hardware mounted to it, shall have the capability to operate in sustained winds of up to 35 mph with gusts to 50 mph, and temperatures up to 110 degrees F. The specifications identified here are made with the assumption that the pedestal is fully configured with the following payload. INFORMATION ONLY: The Government intends to mount the following associated hardware to each pedestal: 8-foot NIKE parabolic dish (approx. 350lbs) with standard Nike fiberglass radome (approx. 50lbs.); boresight camera and mounting tube (approx. 60lbs, mounted above Nike dish); mounting hardware (approx. 140lbs); and counterweights (approx. 400lbs). Standard commercial maintenance, repair, and operation manuals shall be included with each pedestal. Standard commercial warranty. FOB Destination is requested. The Government anticipates the award of a Firm Fixed priced Contract with options. The solicitation will be issued on or about 29 January 2002 and will be available through the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/rfp-nawc.htm. All responsible sources may submit a quotation, which will be considered by the agency. The RFQ will close on or about 11 February 2002 and award will be made on or about 15 February 2001.
