Description
Perform the inspections, maintenance, and repairs required to comply with Operation Inspection #2 under the Gulfstream Computerized Maintenance Program (CMP) on the National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), 1994 Gulfstream G-IV SP high-altitude fixed-wing aircraft, Federal Aviation Administration (FAA) Registration No. N49RF, Serial Number 1246. The effort shall include Aircraft Service Changes (ASCs), Customer Bulletins (CBs), Alert Customer Bulletins (ACBs), and FAA Airworthiness Directives (ADs). The applicable CMP Due List and Add-On Work will be provided in the solicitation. Manufacturer's required modifications and/or Customer-requested modifications shall be accomplished on an as-needed basis. All work shall be done in accordance with current applicable Gulfstream Aerospace and FAA publications. The contractor shall be responsible for all resultant documentation and log book entries. All replacement components shall be provided by the Contractor either in new or in factory-overhauled condition and shall be properly tagged in conformance with FAA regulations. A complete list of all discrepancies found during the inspections shall be submitted to the AOC Maintenance Officer for approval/disapproval before any repairs or corrective actions are taken by the Contractor. To be eligible for an award under this solicitation, the offeror must meet the following minimum qualifications: (1) Have a current FAA Repair Station Certificate which includes the G-IV SP aircraft. (2) Have liability insurance against loss of, or damage to, the NOAA G-IV SP aircraft, S/N 1246, up to $50.0 million for the time the aircraft is at the Contractor's facility. (3) Be currently authorized by Gulfstream Aerospace to perform ASCs, CBs, ACBs, and CDs on the G-IV SP aircraft and to perform warranty work, as required. (4) Have performed the same type of work on the same make and model of aircraft within twelve months from the closing date of the solicitation. Offers will be evaluated based on the following criteria: (1) Past performance history on the number and quality of similar maintenance jobs that contractor has performed on G-IV SP Type aircraft in the past twelve months. (2) Proposed price. (3) Cost to the government of ferrying the aircraft from AOC (Tampa, FL) to the Contractor's maintenance facility, and back. This expense to the Government will be estimated based on a per-flight-hour operation rate, fuel costs, crew transportation from and to the Contractor's facility, and crew per diem costs. All responsible sources may submit an offer that will be considered.
