Description

The purpose of this contract is to help the Commercial Law Development Program (CLDP), a part of the Department of Commerce, plan and implement commercial, legal, technical assistance programs for selected countries in Africa. CLDP needs the expertise of a consultant who has detailed knowledge of both (1) African history, economics, culture, laws and politics, and (2) planing , organizing, and implementing commercial legal technical assistance to meet CLDP's obligations under several contracts with USAID. The contractor will work with CLDP other US Government agencies, African governments and the private sector to develop detailed work plans and corresponding budgets an begin implementation of other technical assistance programs outside Africa where the contractor's expertise is needed. The Contractor will serve as a Program Manager for Africa. The contractor will perform a variety of complex managerial and reporting tasks related to the functioning of the office. Place of work is the Ronald Reagan Building, Washington D.C. There will be periodic travel to countries in which CLDP operates, including Africa. The period of performance will be 12 months, with the possibility of four twelve-month option periods.
