Description
ITSP is ESC's centrally managed Advisory and Assistance Services (A&AS) Support Engineering and Technical Assistance (SETA) contracting program. ITSP acquires non-personal acquisition support services required to provide systems acquisition support to ESC Program Offices. Individual task orders were competed among a minimum of three (3) BPA holders. Competitive awards were made based on requirement-unique, best value evaluation criteria. To date, 250 orders valued at $478M have been awarded. The ITSP ordering period will end on 30 September 2002. The follow-on program, ITSP II, will be in place for task order competitions beginning January 2002. In order to provide adequate time to conduct effective competitions under ITSP II for new task orders, and to stagger the workload for both the BPA holders and the Government for the new awards, approximately 23 current task orders that are scheduled to be completed on or prior to 30 March 2002 will be extended sole source for periods between two and six months. See note 22. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
