Description
The National Park Service, Department of Interior, is soliciting proposals from construction firms having the capability to perform the work described below. Award of a single negotiated firm-fixed-price contract will be made to the contractor offering the best value to the Government and will require submission of both a technical and a price proposal. The Government will consider an offeror?s technical capability to be significantly more important than price. The solicitation, plans, and specifications for this project will be issued on compact disc and will be delivered by U.S. mail. Paper copies of this solicitation will not be made available. To be included on the bidder?s list, each prospective offeror should request a solicitation package in writing on company letterhead via facsimile to John Powell, Contracting Services, National Park Service, P.O. Box 25287, Denver, CO 80225-0287, at 303-969-2040. Include company name, address, telephone number, email address, and point of contact. No verbal requests will be accepted. The solicitation documents will be issued on or about February 11, 2002. Proposal receipt of March 12, 2002, is approximate; actual date will be established at the time solicitation documents are available. The estimated price range for this project is between $1,000,000 and $3,000,000. The period of contract performance is 300 days from the date the contracting officer issues the Notice to Proceed. The estimated completion date is January 29, 2003. A preproposal conference will convene at 8:30 a.m. on Wednesday, February 27, 2002, at the Best Western Lakeside Lodge, Room 200, 2313 West Woodin Avenue, Chelan, Washington, 800-468-2781 or 509-682-4396, including 10:00 a.m. departure time for a ferry ride to the construction sites in Stehekin. Ample free parking is available at both the hotel and at the Lake Chelan Boat Company ferry dock located at 1418 West Woodin Avenue, Chelan, Washington 98816. The ferry will return to the Chelan boat dock at 4:20 p.m. Participants will be responsible for $25 cost of round-trip ticket on the Lady Express ferry. Ferry reservations may be obtained by calling the Lake Chelan Boat Company at 509-682-2399 or 509-682-4584. Participants may purchase a sandwich box lunch for $6.50 through the Lake Chelan Boat Company but must call 48 hours in advance. Contractors who wish to participate in this conference should contact Contract Specialist Nancy Robuck at the National Park Service, Contracting Services, Lakewood, Colorado, 303-969-2229, with project title, firm name, and probable number of attendees. This solicitation is open to both large and small businesses. All responsible businesses may submit an offer. Because this acquisition could result in award over $1,000,000, a subcontracting plan will be required by the selected firm if it is a large business. The work for this contract consists of rehabilitation of the Golden West Lodge and the construction of a two-bedroom residential house in North Cascades National Park Complex, within Lake Chelan National Recreation Area, in Stehekin, Washington. The Golden West Lodge was constructed in 1926 and is listed on the National Register of Historic Places. The Lodge is a three-story wood-framed and wood-sided structure, approximately 10,000 square feet. The work is comprised of interior and exterior demolition; landscaping; interior and exterior repairs and new construction; foundation replacement; roof replacement; structural work; protection of historic features such as interior fireplace, columns, and guardrails; mechanical, electrical, and plumbing replacement. Abatement of asbestos is required. The work for the residential house consists of the construction of a one-story single family residence with attached garage totaling approximately 1860 square feet space (including garage). The work includes site preparation, earthwork, concrete, masonry, metal fabrications, rough carpentry, prefabricated wood trusses, wood treatment, thermal and moisture protection, doors, windows, flooring, toilet and bath accessories, furnishings, propane systems, mechanical and electrical systems, and an emergency battery power system. Stehekin is a remote community located 50 miles uplake from Chelan, Washington, and may be reached only by boat or seaplane. Equipment must be transported via barge through a local barge service. There are no commercial supply facilities, no public communication systems, and limited service facilities. The government seeks to contract with firms experienced in the renovation of historic wood-framed structures and firms who are experienced in working in extremely remote locations.
