- The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to purchase the following: Customized interactive multi-media patient vignettes software and an electronic data collection tool package, that include customized patient questionnaires, to be used on the Vital Center? from Vital Link.net, 1720 130th Ave., N.E., Suite 101, Bellevue, WA 98005. The Vital Center? is currently being utilized by the participating clinical research centers of the Virahep-C clinical study funded by NIDDK. Six audiovisual presentations, customized for the Virahep-C clinical trial and combination therapy, with Pegysus interferon, are requested. The content of each presentation shall include the following: 1) Chronic Hepatitis C Disease Education: The video module will contain patient information about hepatitis as a liver disease. The presentation will include African American and Caucasian actors and narrators. 2) Combination Therapy with Pegysus and Ribavirin: This module will contain patient information about drug treatment for hepatitis C. The presentation will include African American and Caucasian actors and narrators. 3) Self-Injection Technique with Pegysus: This module will explain self-injection using Pegysus pre-filled syringes. The module will use African American and Caucasian actors and will be based on materials supplied by the study from investigators and Roche Pharmaceuticals. The module will include information about scheduling of dosing, preparing the injection site, injection technique, needle disposal, drug storage recommendations, and how to maintain a healthy lifestyle while on treatment. This component of patient education will be based on United States Pharmacopeial (USP) patient counseling guidelines. 4) Adherence to Therapy & Use of Electronic Monitoring Caps: This module will explain the a) importance of adherence with treatment for the duration of the trial and b) how to use the electronic monitoring caps. The module will provide strategies for remembering doses and appointments; show how to plan a dosing schedule and integrate medication dosing times into lifestyle patterns; give information on what to do if a dose is missed; and show actors modeling basic problem solving skills. In addition, the module will help identify barriers to adherence, suggest strategies to overcome barriers, discuss situations in which patients will need to plan ahead for schedule changes and address any myths or rumors that may be of concern to the patient. Users will be asked to take a short knowledge test to measure comprehension of the regimen and the clinical trial procedures. 5) Virahep-C Studies and Clinical Trial Participation: This module will describe the Virahep-C study and how individuals can potentially benefit from participation. This module will also provide an overview of the study procedures including the schedule of visits, responsibilities of being in the study, physical requirements, and general information about the risks and benefits of combination therapy. 6) Follow-Up Motivational Adherence Module: A brief motivational video showing culturally appropriate role models will be shown. The video will explain the importance of adherence and persistence with the treatment for the duration of the trial, suggest ways to obtaining social support, and explain how to recognize and manage depressive symptoms. Development of data collection software and a touch screen computer system shall be included. The Institute intends to purchase this product by other than full and open competition from Vital Link.net. To the best of the Government's knowledge they are the sole manufacturer and distributor of this product. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for the purchase of commercial equipment with the Simplified Acquisition Threshold of up to $5 million dollars. It is anticipated that the request for Quotation (RFQ) NIH-NIDDK-02-720 will be available fifteen (15) days after the publication date of this synopsis. The anticipated award date is March 8, 2002. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-4226.
