- The address for the Contracting Office responsible for this solicitation is: National Institutes of Health, Division of Research Acquisition, OLAO, 6100 Executive Blvd., Room 6E01, MSC 7540, Bethesda, Maryland 20892-7540. The National Institute on Aging has a requirement to provide services in the area of the synthesis, purification and characterization of lead compounds needed for screening to select one or more compounds to move into the next phases of development, those of bulk synthesis under good manufacturing practices (GMP) conditions and preclinical toxicology. Specifically, the Contractor shall synthesize, purify, characterize, and submit to the NIH target compounds of high purity and small libraries of analogs of lead compounds as needed. The total number of target compounds to be delivered shall be no less than five (5) and no more than one hundred (100). A target compound is defined as one that is assigned by the Project Officer for synthesis, purity evaluation or determination of physio-chemical properties such as stability, solubility characteristics and spectroscopic data. The compounds targeted for synthesis should be considered toxic and shall be handled in accordance with all applicable Federal, State and Local laws and regulations. The Contractor shall comply: 1) with the OSHA regulations including those promulgated by the Secretary of Labor under the Williams Steige Occupational Safety and Health Act of 1970; 2) with the Environmental Protection Agency (EPA) regulations regarding the discharge of water and air pollutants and dispose of all chemical residues in accordance with EPA regulations; and 3) with the Department of Transportation regulations on the shipment of toxic substances. The Contractor?s laboratory facility MUST be in compliance with the FDA Good Laboratory Practice Regulations (GLP), as published in December 22, 1978 Federal Register Volume 43, No. 247, pp. 59986-60025. A two-year cost-plus-fixed-fee type contract, with three 1-year option periods is anticipated. The North American Industry Classification System code is 541710.
