- 17. The U.S. Coast Guard Engineering Logistics Center has a requirement to procure Cargo Hatches (5 each) and related drawings, engineering data, technical data, as outlined below. These Hatches are for installation onboard the 225'A Class Coast Guard Seagoing Buoy Tenders. Hatches shall be manufactured in accordance with Coast Guard technical description and CGY SPEC 225-40605-300-9; and shall be constructed of ASTM A131 Grade EH36 steel. An acceptable Hatch that meets the Coast Guard requirements is Walz & Krenzer DWG.D-WK-831-1. Competitive proposals are being sought. Specific requirements are as follows: CLIN 0001. Hatches, cargo, hydraulic, hinged 108? X 79" clear opening, overall outside frame dimensions of 123.75? X 99? L X 23 ?? radius corners. Hydraulic operated, watertight, steel, flush mounting with 6 scupper drains, detail design of the hatch frame hydraulics, and associated equipment IAW CGY SPEC 225-40605-300-9 HYDRAULIC CARGO HATCH, quantity 5 each. CLIN 0002. Preliminary engineering drawings for hydraulic cargo hatch 2040-01-LG-3445. Drawing shall be a detailed design in accordance with SPEC CGY 225-40605-300-9 of vendors proposed hatch, quantity 5 sets. CLIN 0003. Engineering Drawings For Approval, in accordance with CGY 225-40605-300-9 and American Bureau of Shipping (ABS) rules for Building and Classing Steel Vessels (1989) Design documents shall include overall and outline dimensions, total weight and center of gravity, installation dimension and requirements, list of materials, welding details, and painting/coating details, quantity 5 sets. CLIN 0004. Engineering Drawings on Autocad File, For Approval. Drawing shall be in Autocad 14 compatible format, quantity 1 each; CLIN 0005. Engineering Drawing, Paper Copies, Final As Approved, quantity 5 sets CLIN 0006. Technical Manuals reproducible hydraulic cargo hatch 2040-01-LG-3445, quantity 5 each. CLIN 0007. Certified letter of ABS approval confirming compliance with American Bureau of Shipping (ABS) rules for Building and Classing Steel Vessels for hydraulic cargo hatch 2040-01-LG8-3445, quantity 1 each. CLIN 0008. Required tool list for hydraulic cargo hatch 2040-01-LG8-3445. The list shall include description of all tools required for normal operations and maintenance, to include descriptions, model or part numbers, quantity required, current price, and function of all tools, quantity 5 each. CLIN 0009. Preventive maintenance requirements for all equipment on hydraulic cargo hatch 2040-01-LG8-3445 to include safety requirements, tools required, consumables, required, pars references and a procedure for the maintenance, quantity 5 each. CLIN 0010. Technical Manuals, for review and approval for cargo hatch 2040-01-LG8-3445.quantity 5 each. CLIN 0011. Reproducible Technical Manual as approved. Clear, distinctive, legible master copy for reproduction purposes, quantity 5 each. CLIN 0012. Engineering Drawings as approved, Autocad File Format, for hydrauic cargo hatch 2040-01-LG8-3445, quantity 5 each. OFFEROR'S SHALL BE REQUIRED TO SUBMIT FIVE (5) COPIES OF THE PRELIMINARY ENGINEERING DRAWINGS WITH THEIR PROPOSAL. FAR Clauses 52.227-14, Rights In Data - General (Jun 1987) and FAR 52.227-23, Rights to Proposal Data (Technical)(June 1987), shall be incorporated into the RFQ and resultant award. All engineering, technical and maintenance manuals and drawings shall be submitted without any proprietary or distribution restrictions. The Coast Guard intends to acquire rights to distribute drawings and manuals to other Coast Guard districts as well as be able to release for any possible future procurements. The required delivery shall be no later than 30 June for one each cargo hatch, 15 July for two each cargo hatches, and 30 July for the remaining two cargo hatches. Delivery shall be F.O.B. Destination to U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. All responsible sources may submit a quotation, which shall be considered by the Agency.
