- NA This is a combined synopsis/solicitation number DAAE2002T0144 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicita tion; proposals are being requested and a written solicitation will not be issued. Any amendments will be issued through the FedBizOpps under solicitation number DAAE2002T0144. This solicitation is issued as a Request for Quotation (RFQ). The solicitati on document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01, effective 21 December 2001. This solicitation is a full and open unrestricted, firm fixed price type procurement, NAICS Code 611420. Th is requirement is for Windows 2000 Training to be taught to approximately 845 employees on-site at TACOM-RI located on the Rock Island Arsenal, Rock Island, Illinois. The performance work statement follows: 1. The contractor will conduct a structured curriculum of Windows 2000 ? Level 1 training for the United States Army Tank-automotive and Armaments Command-Rock Island (TACOM-RI) workforce. Only vendors that have been providing this type of training for a period of at least six months and are Microsoft Certified Trainers are eligible to respond with a quotation. Due to the fact that our workforce presently uses Windows 95 and has worked in this environment for some time now, employees do not need signif icant training in the very basic computer skills. The curriculum will cover at a minimum: a. Overview ? Short comparison of Windows 95x to Windows 2000 noting differences. b. The Windows 2000 Environment: Very brief Right/Left Mouse explanation and usage. Logging on to your Workstation; the Windows 2000 Desktop; the taskbar and the start menu; working with an open window; and using help. c. Working with the Windows 2000 Hierarchy: An introduction to the windows 2000 hierarchy; my computer, my net work places; the search feature. d. Working with Windows 2000 Programs: An orientation to Windows 2000 programs; cutting, copying, and pasting in Windows 2000 programs. e. System Tools (Defrag & Scandisk) and/or working with shortcuts. 2. Classes wil l be taught on-site in a government provided classroom. The classroom will contain 15 computers loaded with Windows 2000 software. Classes will be no more than 4 hours in length and class size will consist of 10-12 students. The classes will be taught ?just in time? to coincide with the delivery of the new operating system (class will be conducted the same week as delivery). Classes will be taught Monday ? Thursday beginning on or about 4 March 2001. Classes will continue for a period of approximatel y 10-12 weeks and until approximately 850 employees at the TACOM-RI site are trained. Two classes will be taught each day, from 7:00 a.m. to 10:30 a.m. and from 12:30 p.m. to 4:00 p.m. 3. Training materials shall be provided to each student and will be approved by the Government prior to class start date. The purpose of the training material will be to provide information covered in class to assist students with questions when they return to their work area. Standard commercial training material may be used. The contractor will also offer a free assistance telephone line for a period of 30 days for each student to contact for help if necessary. 4. If during the conduct of any individual class, there is an unusual amount of negative feedback regardin g the instruction techniques/methods or the professionalism of a specific instructor, the Contracting Officer?s Representative will immediately communicate this information to the contractor. In cooperation with the Contracting Officer?s Representative, t he contractor will be responsible for investigating and resolving the situation. 5. Each student will complete a course evaluation provided by the contractor. The purpose of this evaluation is to asses s the overall effectiveness of the course, including course content, instruction techniques/methods, and course materials in meeting the objectives of both the student and the Government. Based on analysis of these evaluations, if the Contracting Officer? s Representative determines that a specific instructor is either ineffective in his/her instruction techniques/methods or his/her conduct is unprofessional, the Government reserves the right to refuse instruction of future classes by that individual. Copi es of course evaluations will be provided to the government upon request. The following clauses apply and are incorporated into this solicitation: 52.212-1, Instruction to Offerors-Commercial Items; 52-212-2, Evaluation-Commercial Items, paragraph (a.); award will be based on price. The evaluation will be performed in accordance with FAR 13.106.2 ?Evaluation of Quotations and Offers?. Any amendments hereby issued to this FedBizOpps Notice shall be synopsized in the same manner as this Notice and must b e acknowledged by the offeror. Offeror must hold prices firm for 30 calendar days from the date specified for receipt of offers. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Alternate I and, II, and III (a copy of this provi sion shall be completed and submitted with the offer; 52.212-4, Contract Terms and Conditions-Commercial Items; is incorporated by reference and applies to this solicitation and resulting contract. FAR 52.212-5, Contract Terms and Conditions Required to Im plement Statues or Executive Orders-Commercial Items is incorporated in this contract by reference along with the Statutes or Executive Orders-Commercial Items along with the additional FAR clauses cited under paragraph (b)1,5,7,12,13,14,15,16,24,28. DFAR 252.204-7004 ?Required Central Contractor Registration? is incorporated into the solicitation by reference. The following is required in each proposal: 1. Three (3) references from previous customers that have been taught by each of your proposed train ers. 2. Proof that you have provided this training for at least six (6) months. 3. A copy of your Microsoft Certification. 4. Resumes of proposed trainers. 5. Proposed price. 6. Copy of training material that will be used.
