Description
This sources sought announcement is issued for the purpose of identifying sources for Multi-purpose Cable Facility for Space and Naval Warfare Systems Center Charleston Norfolk Det. Characteristics/capabilities are: (1) Cable Storage - A facility capable of storage for up to a maximum of 35,000 cubic feet of various types of submarine cable in tank and pan type containers. The cable shall be stored in a secure controlled area. Polyethylene covered cable stowed in pans outside must be covered with some material to preclude ultraviolet light from penetrating to the top cable flake. The cable stowed in tanks should be separated by type to avoid unnecessary turning over to expose a particular type for loading into a cable ship. (2) Hardware Storage - A facility capable of storage of approximately 4000 square foot of miscellaneous underwater cable hardware, 10 repeaters, 8 repeater tails and 2 equalizers. This storage must be in a dry, secure, controlled area. This must be under cover in a temperature-monitored area not to go below 0 degrees centigrade (32 degrees Fahrenheit) or exceed a temperature range of 22 degrees centigrade (40 degrees Fahrenheit) over a 24 hour period. Cable operations support hardware and equipment (jointing kits, molding presses, tools, etc) will be stored in a segregated section of a controlled access warehouse. Other items that may require storage not specifically addressed above should be stored in an area appropriate to maintaining the integrity and safety of the item in accordance with best commercial practices. Repeater, Ocean Block Equalizer and Miscellaneous Underwater electronic assembly storage area (s) should not be used for items of other hardware, which, during their handling could damage these items, by accidental impact. (3) Storage of Government Vans - A facility capable of storage of 4 U.S. Government vans (8 feet x 8 feet x 20 feet) (ISO container) in a secure controlled area. These vans may be stored outside, as they are watertight. (4) Storage of Underwater Vehicles. Support Equipment, Materials and other Miscellaneous Materials - Submersibles and auxiliary support gear will be stored in a secure inside or outside area in accordance with best commercial practices. This equipment would require approximately 5000 square foot of storage area. (5) Cable Handling Services - The facility must be capable of providing services for the following: Scrapping of cable, Cable loading services, Reeling of cable, Forklifts and cranes, Labor gangs, Scrapping of cable hardware and miscellaneous equipment and Transportation. (6) Location - The facility must be located in the Eastern North Atlantic region in order to support deployed cable ship operations. The government request information regarding specifications, capabilities and pricing of currently available commercial services only. This announcement is only an expression of interest. Future requirements and procurements are uncertain. The Government does not intend to award a contract on the basis of this announcement.
