Description
The United States Capitol Police (USCP) is seeking information from industry that will assist in the development and deployment of an integrated set of COTS based administrative systems including a Human Resource System, which includes the following components: Time and Attendance, Personnel, Leave Management, Benefits, Recruiting, Labor Management, Training Status, as well as an Inventory System, Training Management System, Executive Information System (EIS) and Fleet Management System. The current Capitol Police System (CPS) runs on an Amdahl mainframe, it is our desire to move to client server. These systems should run as an integrated set of multi-tier client/server solutions. There will also be need for them to interface with existing internal and external systems. All requirements are mandatory unless otherwise noted; however, the contractor is strongly encouraged to propose alternate approaches to addressing any requirement which would result in improved services and/or reduced costs. This is not a request for proposal and in no way obligates the USCP in an award of a contract. This source synopsis contains the most currently available information. This information is subject to change at any time. Requirements are stated in terms on minimum capabilities and characteristics required by the USCP. A more detailed description is contained in the attached RFI-USCP-02-001 document. Qualifications and comments provided must address each of the general requirements listed in the detailed attachment. Your response to each requirement must include paragraph numbering identifiable to requirements listed above, data estimates for the solution, and training options provided. In addition, submissions must include a) past experience/information for last two years that involve use of capabilities and products relevant to those necessary for the Capital Police's requirements, including contract number, customer name and address, and brief synopsis of work performed relevant to above requirements, b) organizational information including your Dun and Bradstreet number and point of contact with telephone, fax and e-mail address. Unnecessarily elaborate submissions are discouraged. After receipt and review of the responses to this Sources Sought, the USCP intends to issue a solicitation. The results of this Sources Sought process will be used to provide the basis for the initial list of qualified contractors (that meet requirements above) to receive the Request for Proposal. The information contained in this notice will be the only information provided by the USCP during the Sources Sought process. All qualified sources should respond to this Market Survey - Sources Sought by submitting an information package of no more than twenty-five (25) pages with an original and 10 copies by 02/19/02 at 3pm EST. Reponses submitted shall be addressed to: Mary Noll, Contracting Officer, USCP, 119 D St. NE, Washington, DC 20510. No hand delivered submissions will be accepted. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the USCP. The USCP shall not be liable for or suffer any consequent damages for any proprietary information not properly identified. No entitlement to payment of direct or indirect costs or charges by the USCP will arise as a result of submission of contractor's information. THIS IS NOT A REQUEST FOR PROPOSAL
