Description
The National Institute of Standards and Technology intends to procure on a sole source basis with Dr. Philip Duke, Daresbury Laboratory, Warrington, UK for developing a quantitative model to deduce electron-beam current, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. In addition, the Contractor will present two (2) lectures on the theory of synchrotron radiation with an emphasis on the calculation of brightness and other spectral quantities, advise technical staff on how to make appropriate measurements to characterize the geometry of the stored electron-beam, and is expected to co-author any publications which result of this collaboration. This requirement is a sole source because the Contractor is an expert in the theory and practice of synchrotron radiation and has authored or co-authored two (2) books on the subject, the latest which directly addresses some of the issues that NIST has identified as crucial to the success of this research. A fixed price Purchase Order with a nine (9) month period of performance will be issued on or about 02/01/02. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation is not available.
