Description

This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is issued as a request for proposal. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 01-01. The Coast Guard intends to procure Electronic Chart Precise Integrated Navigation System equipment from Offshore Systems Limited (OSL) to upgrade installed systems aboard the seagoing and coastal buoy tender fleet of ships. This upgrade will ensure system standardization across the entire fleet and is in preparation for future upgrades which will provide compatibility with S-57 format Electronic Navigational Charts distributed by NOAA and the Digital Nautical Charts formats distributed by the Department of Defense. The upgrade equipment includes 4 EA WLB Upgrade Kits including Server; 2 EA WLB Upgrade Spare Kits w/o Server; 14 EA WLM Upgrade Kits including Server; 4 EA WLM Upgrade Spare Kits w/o Server; and 6 EA VME to PC Upgrade Kits. The Coast Guard intends to award a sole source contract to Offshore Systems Limited, 107-930 West 1st Street, North Vancouver, British Columbia, Canada V7P3N4. Authority for Sole Source procurement is FAR 6.303-2. Responsible sources that are interested in this procurement may respond by providing clear and convincing information that identifies their capability. Responses must be received within 3 calendar days of the publication in the CBD. If a response is made it must be in writing.
