Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $300,000.00 and $500,000.00. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC OUACHITA (WLR-65501), a 65 foot ?A? class Construction Tender and 130 foot barge. The homeport of the USCGC OUACHITA is located at the foot of Old Harrison Pike in E. Chattanooga, TN 37416. The performance period is fifty-four (54) calendar days and is expected to begin on or about 05 May 2002. The work items include but are not limited to: welding repairs; removing, inspecting, reinstalling propeller shafts; renewing water-lubricated shaft bearings; renewing shaft sleeves; removing and reinstalling propellers; performing minor repairs and reconditioning of propeller; clean & testing of grid coolers; renewing potable water piping; overhaul and renewing valves; inspecting and testing air receivers and relief valves; remove, inspect, and reinstall rudder assembly; renewing rudder lower bearing trunk; renewing upper bearing housing and upper bearing housing support; preserve spud and spud well on barge; overhaul air capstan; fabricate and install new sewage tank; hydro-blast clean sewage and grey water piping system; inspect various deck fittings; preserve and disinfect potable water tanks; preserve ballast tanks; preserve barge buoy deck; preserve underwater body; provide temporary messing and berthing; provide temporary logistics; routine drydocking; renewing rub rail sections; modify barge side shell plating; upgrade ship service diesel generators; upgrade power and lighting systems; upgrade engine room ventilation system; install new tender/barge interface system; renew deck covering system; install new spuds and spud wells on barge, aboard the USCGC OUACHITA (WLR-65501). All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to cfloyd@mlca.uscg.mil or by fax at (757) 628-4676. In your response please include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by January 18, 2002. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
