Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) sub part 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) FB206712480306. Warner Robins Air Logistics Center, Robins AFB, GA contemplates negotiation on a sole source basis with W.L. Gore and Associates, Newark, DE, to procure for purchase the following item. SkyFlex Sealant Tape, Part Number: GSC-21-80713-00, NSN: 8030-01-438-4088, Quantity: 300 rolls per year (maximum), 260 rolls per year (minimum), Roll Size: 100 Feet. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements, the Government intends to solicit and negotiate with only this source. The resulting contract will be Firm Fixed Price, Indefinite Delivery, Indefinite Quantity. The contract will consist of a base year (Jan 02 - Dec 02) and 4 Option years. Quote shall contain pricing for base and option years. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. NAICS is 322222 and small business size is 500. Assets shall be shipped FOB Origin within 15 calendar days after receipt of delivery order to WR-ALC/TINPV, BLDG 140, First Street, Robins AFB, GA 31098. The following incorporated provisions and clauses are those in effect through FAC 2001-01 and are applicable to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items; Offerors must include (1) a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, (2) Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number), and Tax Identification number; 52.211-15 Defense Priority and Allocation Requirements; 52.232-33 Payment by Electronic Funds Transfer -- Central Contractor Registration; 52.247-1, Commercial Bill of Lading Notations; 252.204-7004, Required Central Contractor Registration; 52-216-18 Ordering; 52.217-5 Evaluation of Options; 52-219-8 Utilization of Small Business Concerns; 52.219-9 Small Business Subcontracting Plan; 52.219-16 Liquidated Damages-Subcontracting Plan; 52.247-29 FOB Origin; 52.247-65 FOB Origin, Prepaid Freight-Small Package Shipments; 52.216-19 Order Limitations, (a) 20 rolls, (b)(1) 100 rolls, (b)(2) N/A, (b)(3) 30 days, (d) 10 days; 52.216-22 Indefinite Quantity, (d) completion of all orders; 52.217-9 Option to Extend the Term of the Contract, (a) 365 days; 5 days, (c) 5 years. All FAR provisions and clauses may be reviewed and/or obtained from the General Service Internet address http://farsite.hill.af.mil. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be submitted no later than January 11, 2002 at 2pm.
