This is a combined synopsis/solicitation for commercial items prepar ed in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solic itation DACW27-02-T-0011 is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The NAICS code is 514210 and the size standard is $5.0 milli on. Award is being made pursuant to the Small Business Competitiveness Demonstration Program (unrestricted procurement). Contract Line Item 0001 ? Image Conversion of Microfilm to Digital Format. Contract Line Item 0002 ? OPTION: Convert an Additional 100,000 images. CONTRACT REQUIREMENTS 1. Conversion of approximately 76,000 microfilm images to digital format. Images were filmed with a Kodak RV3 dual planetary camera. 2. Proposed price to convert an additional 100,000 images. This option may be exercised by the Government. 3. Conversion of legacy Kodak KAR-1500 database to contractor provided database. The existing database is not available as an ASCII file. (The KAR-1500 software is now owned by Kofile, Inc.) The new database must: a. Preserve the roll number, frame number; document type, document date, and key word list for items (1) and (2). b. Be searchable by date, document type, or key word, or a combination thereof. c. Be able to go directly from a search to a display of the requested document(s). d. Be able to send images to shared printers or output to electronic files, such as, but not limited to, .pdf or hypertext formats. e. Be compatible with existing operating system (Windows 2000). 4. Hardware and software to convert and index existing documents (that are not on microfilm) to the same format as in items (1), (2) and (3). Roll and frame number will not be required for documents that are not microfilmed. The documents may be, but ar e not limited to: a. Hardcopy letters b. Reports c. Drawings d. Photographs and other images e. E-mail 5. Computer hardware specifications to use the new database, interface with the hardware used in (4), and provide for output to standard printers. a. Government reserves the right to provide a computer that meets the specifications. b. Contractor may be required to supply a computer if, in the judgement of the Government, this is more cost-effective. 6. Contractor will load new database on the computer in item (5), provide any hardware and software interface to the hardware used to create new digital images, and provide access to digital images and database of items (1) - (4). 7. Contractor will provide training on use of the new database, and input of new images. 8. Contractor will provide an estimate of hardware and software maintenance. PROPOSAL EVALUATION CRITERIA 1. Ability to provide a complete system. 2. Experience in conversion of Kodak-generated microfilm images. 3. Proposed software certified by Kofile, Inc. as compatible with the legacy (KAR-1500) software. 4. Local hardware and software support. 5. Ability to be upgraded (both hardware and software). 6. Ability to offer hardware and software maintenance. 7. Ability to convert from 76,000 to 176,000 images (approximately) in a timely and cost-effective manner. 8. Ability to run under another operating system if 2000 is replaced. 9. Best value for cost to the Government. Wage Decision No. 94-2167 (Rev. 22) dated 05/31/2001 applies to this acquisition and may be viewed via the internet at http://www.ceals.usace.army.mil. Contract completion time is 120 days. Proposals may be submitted on company letterhead and should indicate the solicitation number. Original and one (1) copy of proposal should be mailed to U.S. Army Corps of Engineers, Louisville District, P.O. Box 59, Louisville, KY 40201-0059, Attn: Denise M. Gill. The due date for proposal is 29 January 2002. All bidders shall include a completed copy of 52.213-3, Offeror Representation and Certifications--Commercial Items, with their offer.
