Description
This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This is Solicitation Notice No. 50ABNF200039. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. The National Marine Fisheries Service (NMFS) Auke Bay Laboratory requires the acquisition of Pop-up Archival Transmitting (PAT) Tags as well as Satellite-linked Time Data Recorders (SDR-T16) Depth Scaling Torpedo Tags in order to transmit and record archived daily Sleeper Shark time spent in different habitat locations. The equipment being procured must have the capability to archive data for up to one year as well as the ability to record the exact location of the shark when tag releases and floats to the surface of the water. To the best of the Government's knowledge, Wildlife Computers is the only company in the U.S. to manufacture PAT Tags or SDR-T16 Depth Scaling Computer Tags. Wildlife Computers has manufactured this equipment specifically for marine wildlife research and have had many successful deployments with numerous marine wildlife species, including sharks. Therefore, it is in the best interest of the Government to award this contract to Wildlife Computers on a sole source basis. The proposal shall prepared in accordance with FAR 52.212-1, Instructions to Offerors- Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable. Include the additional clauses 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.223-9 (Alt. 1); 52.232-34. Due to a eight week lead time for the tags, they must be ordered by March 1, 2002 to ensure delivery before the required cruise dates in May. Proposal from Wildlife Computers must be received no later than 4:00 PM, Pacific Time, February 11, 2002.
