Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-02-T-0017. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and DFARs Change Notice (DCN) 20011206. This acquisition is a 100% Small Business Set-Aside. North American Industry Classification System (NAICS) IS 332912. Small Business size standard is 500 employees. This acquisition includes Contract Line Item Number: CLIN 0001, *(a) Two (2) each Hydraulic Power Units (HPUs) to include the following specs: two (2) 25 GPM, 3000 psig pumps with 480-V-3-phase, pressure compensated, variable displacement, flooded suction, axial piston pumps; each pump designed so that either pump can be operated independently (25 GPM), or both simultaneously (50 GPM). *(b) A 500 gallon hydraulic fluid storage reservoir with a slope, reservoir constructed of 300 series stainless steel including internals and a maximum allowable working pressure of 5 psig, with de-aeration screen and a hydraulic fluid return line to enter below the low operating level of the reservoir and not near the pump suction line; welding shall be in accordance with AWS D1.1. *(c) A hydraulic fluid circulation pump with positive displacement type, motor operating pump shall be 110-V, single phase (if 2-hp or less) and 480-V, 3-phase (if over 2-hp), pump capable of pumping a minimum of 20 gpm at 100 psi. *(d) A hydraulic fluid cooling system including a heat exchanger: cooler externally mounted on reservoir, hydraulic fluid shall flow through the tube side (constructed of 300 series stainless steel), heat exchanger capable of maintaining hydraulic fluid temperature at a maximum of 140 degree Fahrenheit under any operating conditions, and cooling water flow shall be controlled by a temperature control valve that senses hydraulic fluid temperature in the reservoir. *(e) interconnecting piping, valves, filters, and other in-line piping components, instrumentation and controls, and a control panel. *Additional detailed specifications and drawings can be viewed in the attached documents. These HPUs will be used to supply hydraulic power to a variety of equipment at rocket engine test stands and similar test facilities at the Air Force Research Laboratory located at Edwards AFB CA. The contractor is required to design, fabricate, test, deliver, and oversee the field installation and check out both HPUs. This is a time critical requirement and the contractor is required to maintain a 20-week completion (including installation) work schedule in order to meet the Government?s needs. DFAR clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies. Applicable DFAR clauses cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7036, North American Free Trade Agreement Implement Act; clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; clause 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the Contract Specialist to receive a copy.
