Description
PRESOLICITATION NOTICE: The 15th Contracting Squadron (15 CONS), Hickam AFB Hawaii, anticipates issuing a solicitation, on or about 15 Apr 02, to acquire Family Housing Maintenance at Marine Corps Base Hawaii, Kaneohe Bay, HI. The contractor will be asked to provide all labor, management, supervision, tools materials, equipment, incidental engineering, and transportation necessary to manage and perform maintenance, repair, alteration, and construction work for a total of 2612 units located at Kaneohe Marine Corps Base (MCBH) (2434 units), Manana Housing Area (168 units), and Camp H.M. Smith (10 units), in addition to other related real property and facilities. Family Housing Maintenance work primarily consists of Service Call Maintenance and Change of Occupancy Maintenance. Service calls are emergency, urgent, and routine type of interior and exterior maintenance and repair work requirements which are generated by calls into a contractor-operated work desk by housing occupants and/or designated government representatives (e.g., housing inspectors). Service calls are also contractor initiated as specified in the contract. The contractor will provide Service Call maintenance 24 hours a day, 7 days a week. Change of Occupancy Housing Maintenance includes the performance of maintenance, repair/replacement, and other work required to make vacant housing quarters ready for the next occupant. This work is performed as needed to support the movement of occupants in and out of military housing quarters. Funds are not currently available for this acquisition; therefore, the solicitation will be issued under FAR clause 52.232-18, Availability of Funds. This acquisition will be solicited as unrestricted under Full and Open competition. The North American Industry Classification System (NAICS) code for this acquisition is 235990 ($12 million). Once available, this solicitation must be downloaded from www.eps.gov, as no paper copies will be issued. All information required for submission of an offer will be identified in the solicitation. A MANDATORY site visit will be conducted at a date and time to be determined in the solicitation. The government contemplates award on or about 15 Aug 02, with a performance start date of 1 Oct 02. The resultant award will be made on an all-or-none basis to include a basic period and four annual option periods. This notice serves as preliminary information and does not obligate the government to award a contract, restrict the government in its ultimate acquisition approach, or obligate the government to pay for proposal costs.
