- NA This special notice is for information only. A response to this notice is not required. HQ, Military Traffic Management Command (HQMTMC) has established an Integrated Process Team (IPT) that is comprised of 15 goverment representatives and a total of (2) representatives from the following industry organizations: Council of Logistics Management and National Defense Transportation Association. The objective of the team is to prepare the documents required to develop a Draft Request for proposal (RFP) for a Surface Transportation Management System (STMS) that integrates the Integrated Booking System (IBS) and Global Freight Management (GFM) into a single system. The IPT also intends to develop the Performance Work Statement (Objectives, Standards, and Measu rements), contract line item structure, etc. that encorporates best commercial practices and standards. The STMS will provide a major advance toward the goal of end-to-end transporation management. It will incorporate (and improve upon) the functionality of IBS and GFM, providing management for both land and ocean cargo transportation in an integrated system. The contractors major duties will include but are not limited to: (1) Systems Integrator to make recommendations for and integrate the IBS and GFM systems into a single Surface Transportation Management System (STMS);(2) Tasks envisioned as part of a Performance Based Contract will include, systems integration and design for both government and commercial off the shelf (COTS) information management systems;(3) Deployment of replacement systems;(4) Technical and Functional Systems Training;(5) Sustainment of Fielded System; (6) Web-enabled, DII-COE Level VII Compliant and Secure;(7) Fulfill process requirements for cargo management;(8) Scalable/expans ible (for future other system functionality). Please refer to the Guideline for Subm itting Information prior to submitting comments. Guidelines for Submitting Information: In order to facilitate an efficient method for reviewing comments generated from posted documents the guidelines listed below must be followed. a. Check all postings prior to submitting your comments to ensure that the issue has not been previously addressed. (Unless you have determined that the revised documents does not answer your concerns). b. Provide your name, company information and contact number. This information will not be provided to the IPT. c. Clearly identify the issue in question. d. Provide a reference to where the issue can be found. If referenced on more than one page or in more than one document, please identify all, for example document entitled, Draft RFP page 1, paragraph 3. e. List the date the document was posted if more than one document with the same name exist. f. Indicate whether the submission is for clarification or to submit a different approach. g. Provide a logical approach or an alternative solution to the issue in question. If it is a question of clarification, clearly state why you think the issue is not clear. Provide your solution. h. Data must be submitted at least one week prior to the next IPT session. Please refer to the schedule for IPT sessions. i. The IPT will not provide or post repsonses to the web. j. Project IPT Sessions: Two IPT sessions will be held on the following dates: (1) January 28, 2002 through February 1, 2002 and (2) February 25, 2002 through March 1, 2002. This is not a request for proposals. There is not a commitment on the part of the Government to award a contract as a result of this notice nor to pay for any information received. This is a collaborative effort for developing a Draft RFP for the Surface Transportation Management System. Therefore, prior t o the official Release of the Draft RFP or Final RFP, please use the guidelines cited above to submit comments.
