Description
NA DESC. 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) will require contract service support for generator set activities during emergency operations. The contract will be for a base period not to exceed one year and four one-year option periods not to exceed one year each. The anticipated contract type, expected to be awarded in August 2002, is a combination firm-fixed price Requirements/ Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The base contract period will be for one year, with the requirements portion set at $100,000, with an option of increasing the capacity an additional amount up to $1,000,000 using IDIQ procedures. Magnitude of this service is in excess of $93.5 million. It is anticipated that seventeen (17) con tracts will be awarded in support of the following USACE divisions and their supported geographic areas: Pacific Ocean Division: 7 each (HI,AK,Guam,N. Mariana Is., Am. Somoa, Marshall Is., Fed States Micronesia); Southwest Division: 4 each (TX,OK,AR,KS); N orth Atlantic Division: 13 each (ME,VT,NH,MA,CT,RI,NY,NJ,DE,PA,MD,VA,D.C.); South Atlantic Division: 7 each (NC,SC,GA,AL,FL,PR,VI); Lakes & Rivers Division: 5 each (OH,WV,KY,IN,MI); Mississippi Valley Division: 7 each (LA,MS,TN,IL,IA,WI,MN); South Pacific Division: 5 each (CA, AZ,NV,NM,UT); North West Division: 10 each (WA,OR,ID,MT,WY,ND,SD,NE,MO,CO). Offerors are encouraged to submit proposals for all areas, but this is not mandatory. 2. CONTRACT REQUIREMENTS: Contractor shall provide single source res ponsibility for all generator set activities. Generator set activities are defined as assessing power needs, preparing, hauling, installing, performing preventive maintenance, servicing, fueling, relocating and recovering Government Furnished Equipment (GF E) (engine-generator sets) and associated fuel systems. Government Furnished Generator sets range in size from 4 kW up to 1MW. The Contractor may also be required to furnish, prepare, haul, install, perform preventative maintenance, service, fuel, relocate and recover Contractor Furnished Generators (4KW up to 1MW or larger) and associated fuel systems, and haul, install and maintain other Government Furnished power equipment such as substations. The Contractor shall be responsible for providing all labor, transportation, equipment and supervision and required internal logistical support to perform generator set activities. 3. SELECTION: In accordance with FAR Part 15.3, the source selection method will be by the ?Best Value/ Trade-Off? method. Contractors will submit both a technical and price proposal. Award may be made to other than the lowest price offeror based on an evaluation of the proposals against the evaluation criteria outlined in the Request for Proposal. USACE, Pittsburgh District, will conduct proposal evaluation and award contract(s). In order to be considered for award, contractors must be registered in the Central Contractors Registration (CCR) database (www.ccr2000.com or 1-888-227-2423). This announcement is open to all businesses regardless of size. If a large business firm is selected, an acceptable small business subcontracting plan will be requi red prior to award. All firms are reminded that the successful firm will be required to place subcontracts to the maximum extent practicable with small, small disadvantaged business, veteran owned small business, service-disabled veteran owned small busin ess, HUBZone small business and women owned small business firms in accordance with the provisions of FAR 19.702 and, in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, will be required to give preference to firms and i ndividuals doing business primarily in a specific geographic location. 4. AVAILABILITY OF SOLICITATION: USACE, Pittsburgh District, will issue the solicitation. This solicitation will be available on the Internet and available for viewing o/a February 19, 2002. The Request for Pro posal, titled ?ACIPOWRFP? will be located at: ftp://ftp.lrp.usace.army.mil or at the Contracting web site: http://ebs.lrp.usace.army.mil/. No paper copies or CD's will be mailed.
