Description
This is a small business sources sought notice to locate qualified small business to determine if sources exist for a small business set aside. The Space and Naval Warfare Systems Center, San Diego (SSC SD) is seeking small business sources with current relevant knowledge, experience and capability to perform a contract to provide engineering, technical and non-integrated installation support services for Navy C4I and Tactical Communications and Information Systems. A DRAFT Statement of Work (SOW) is attached to the SPAWARSYSCEN San Diego web page located at http://e-commerce.spawar.navy.mil under Market Survey. SSC-SD anticipates issuing a solicitation for a base year with two one-year options. This procurement is anticipated to be a cost plus fixed fee, indefinite quantity contract; other than the minimum guarantee in the base year, there is no minimum guarantee on the option years. The estimated level of effort for the total requirement is 468,125 man-hours. It should be noted that any potential source will be required to have/or obtain personnel cleared up to the TOP SECRET Level with Sensitive Compartmented Information (SCI) access. Performance will be at various federal sites worldwide, shore and shipboard with many projects occurring simultaneously at multiple sites. The North American Industry Classification System (NAICS) Code is 541330 ? Engineering Services, and the SB Size Standard is average annual gross receipts of less than 20 million dollars. The intended contract will be utilized to provide systems engineering, technical and non-integrated installation support of Navy C4I and Tactical Communications and Information Systems for various ashore and afloat communications/information systems The intended contract will support, at a minimum, the following Navy C4I and Tactical systems: Defense Red Switch Network (DRSN); Integrated Services Telephone (IST); Dual Telephone Adapter (DPA); Dual Trunk Adapter (DTA); Digital Phone Multiplexer (DPM): Digital Speaker Assembly (DSA); Remote Switching Unit (RSU); Digital Small Switch (DSS-1/2/3); Secure Digital Space (SDS); UDLT Multiplexer (UMUX ); Radio WireLine Interface (RWI); Advanced Narrowband Digital Voice Terminal (ANDVT); Tacterm ANDVT Shore System (TASS); Vinson Shore Radio Terminal (VSRT); Vinson Shore Radio Remote (VSRR); ANDVT Data Transfer Unit (ADTU); ANDVT Clock Stabilization Unit (ANDVT/CSU); Digital Sharing Device (DSD?421); DAMA/DAMA/ Non-DAMA/RWI Interface Unit (DDNDR); Multi Media Terminal (MMT); Inter Working Function (IWF); Satellite Direct User (SDU); Secure Terminal Equipment (All variants) (STE); Secure Telephone Unit Third Generation (STU-III); Secure Telephone Unit Third Generation Remote (STU-III/R); Shore Vinson Parkhill ANDVT Telephone Set (SVPA(V)1); Secure Multicircuit Radio Telephone (SMRT-SB); Tactical Switching System (TSS); KYV-5; KG-84; KY-68; KG-194. The respondent should provide an information statement (NTE seven (7) pages inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the scope of the engineering and technical issues, problems and possible solutions associated with the noted systems. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. Interested SB firms are invited to respond to this sources sought announcement by providing, at a minimum, the following: (1) Name and address of applicant (Corporate/Principal Office); (2) name, telephone and fax number of point of contact; (3) date firm started; (4) SIC Code; (5) type of business (i.e.: small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified); (6) contractor's capabilities statement. The capabilities statement should summarizes experience and knowledge relative to the following seven general areas as it relates to the scope Navy C4I and Tactical Communications and Information Systems listed herein: (a) management support, (b) engineering support; (c) technical documentation; (d) non-integrated installation support; (e) commercial off the shelf and non-developmental items support; (f) fabrication support; and (g) integrated logistics support. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, SSC-SD will utilize the information for technical and acquisition planning. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the government.
